Supply and Delivery of Petrol Water Pumps

Background and Introduction

Rikolto Tanzania, in partnership with the World Food Programme (WFP) and Mastercard Foundation, is implementing the Vijana Kilimo Biashara (VKB) Project aimed at strengthening food systems and improving livelihoods of smallholder farmers, particularly youth and women.

The project focuses on sunflower, sorghum, and horticulture value chains in Dodoma and Singida regions, contributing to inclusive and sustainable rural economic development.

Under Activity 3.1.2, the project facilitates youth-led Farmer-Based Organizations (FBOs) to access irrigation equipment (petrol water pumps) to enhance horticultural production during the off-season.

Purpose of the Quotation

Rikolto invites qualified suppliers to submit quotations for the supply and delivery of petrol water pumps. This procurement supports improved irrigation capacity, increased off-season production, and strengthened productivity and income for youth-led Farmer-Based Organizations.

• Pumps must be new, unused, and of high quality
• Must be durable and suitable for irrigation purposes
• Must meet specified model or equivalent standards
• Must be adapted/modified to operate using gas where applicable
• Must include basic accessories and operational components

• Financial offer and detailed technical specifications
• Proof of experience in similar supply contracts <3yrs
• Valid business license
• TIN Certificate
• Sample of EFD Receipt
• Bank account details

1. Delivery & Payment Terms

• Place of Delivery: Rikolto Office-Manyoni 
• Delivery Timeline: Within 7 days after contract signing
• Payment Terms: 100% upon full delivery and acceptance

Validity of Offer

• Quotations must remain valid for 30 days after the submission deadline.

Evaluation of Quotations

• Applications will be evaluated based on:
• Compliance with administrative requirements
• Compliance with technical specifications
• Proven experience in similar contracts <3years
• Competitive and firm pricing in TZS
• Ability to meet the delivery timeline

Disqualification Criteria

• Bidders will be disqualified if:
• Required documents are missing or incomplete
• Prices are not expressed in TZS or are not firm
• Delivery timeline exceeds required period
• Partial supply is proposed
• Non-compliance with technical specifications

Award of Contract

• The contract will be awarded to the compliant supplier offering the lowest evaluated bid  
• Notification and accepted quotation will serve as the contract until formal signing  

Ethics and Conditions

• Corruption and fraudulent practices (e.g., multiple bids, collusion, price manipulation) are strictly prohibited  
• Packaging: supplies must be delivered in secure and protective packaging
