The ESS Utumishi Portal (Employee Self Service), also known as the Watumishi Portal, serves as the primary digital gateway for Tanzanian public servants in 2026 to independently manage their employment records and human resource needs. Developed by the President’s Office Public Service Management and Good Governance (PO-PSMGG), the platform allows users to log in securely at ess.utumishi.go.tz using their Check Number as the username and a personal password to access a wide range of services, including viewing and downloading monthly payslips, submitting digital leave applications, and tracking performance through the PEPMIS system.

By centralizing tasks such as transfer requests, pension contribution tracking, and personal profile updates, the portal eliminates the need for physical paperwork and office visits, fostering a more transparent, efficient, and technologically advanced public service sector in Tanzania.

STEPS to Login:

1. Go direct to ESS Utumishi portal at https://ess.utumishi.go.tz/sessions/signin

2. Enter your username (check number) and password in the respective fields.

3. Click on the “Login” button.

4. If you forget your password, click on the “Reset Password?” link to reset it.

5. If you are not registered yet, click on the “Click here to register” link to register.

1. Click on the PEPMIS module within the ESS Utumishi platform.

2. The module will open and display six steps related to employee performance evaluation:

  • Annual Institutional Performance Planning
  • Implementation and Monitoring
  • Annual Institutional Performance Plan Update
  • Employee Performance Assessment
  • Employee Performance Assessment Referral and Appeal
  • Report

How to create Tasks and Subtasks

1. After login to portal, click on the first element of PEPMIS to begin.

2. You will see a dashboard with options to create tasks and subtasks.

3. Click on ‘+Create Task’ to enter your first objective and save it.

4. Repeat this process for all your goals for the year.

5. Use the ‘Action’ options to create, view, edit, delete, or submit subtasks
