Job Purpose

The Head of Mooring & Bunkering Operations provides strategic leadership and operational oversight across all offshore mooring, unmooring, and bunkering activities. Reporting directly to the CEO, this executive role manages marine crews, enforces safety protocols, coordinates with harbor pilots and vessel Masters, manages fuel quality standards, and ensures full compliance with international maritime laws.

Key Responsibilities & Accountabilities
  • Operational Leadership & Fleet Coordination:

    • Lead and supervise all daily mooring, unmooring, offshore berthing, and marine fuel bunkering operations.

    • Direct mooring crews, bunkering technicians, maintenance contractors, and marine assets to maximize operational throughput.

    • Coordinate closely with vessel Masters, port pilots, agents, and maritime authorities to ensure minimal turnaround times.

  • Safety, Compliance & Risk Management:

    • Develop, implement, and audit operational procedures (SOPs), environmental protection controls, and emergency response protocols.

    • Enforce strict compliance with international maritime regulations (IMO, MARPOL, SOLAS) and local port authority mandates.

    • Conduct continuous hazard identification and risk assessments across all offshore operations.

  • Asset Management & Fuel Integrity:

    • Oversee routine maintenance, integrity inspections, and repair schedules for mooring lines, buoys, bunkering hoses, and transfer equipment.

    • Monitor fuel quality parameters, transfer documentation, and inventory reporting to eliminate losses or contamination.

Candidate Qualifications & Experience
  • Educational Background: Bachelor’s Degree in Marine Engineering, Nautical Science, Mechanical Engineering, Port Operations, or a related maritime discipline.

  • Work Experience: 8 to 10 years of experience in marine terminal operations, mooring, port logistics, or offshore bunkering.

  • Leadership Experience: Minimum of 5 years in a senior leadership or management role overseeing marine teams and operational budgets.

  • Regulatory Knowledge: Deep understanding of international maritime conventions, oil transfer safety, and offshore terminal protocols.

  • Key Skills: Exceptional emergency decision-making, stakeholder management, risk analysis, and verbal/written communication skills.
