Job Purpose

The Head of Business Development is a critical leadership role responsible for transforming Plan International Tanzania’s resource mobilization function. The position drives ambitious, diversified, and sustainable income growth by leading high-value proposal development, expanding strategic partnerships, exploring innovative financing mechanisms (e.g., climate finance, private sector ESG partnerships), and positioning the organization as a premier partner for child rights, gender equality, and youth empowerment.

Key Responsibilities
  • Strategic Resource Mobilization & Portfolio Growth: Formulate and execute a forward-looking funding strategy that diversifies revenue streams across institutional donors, multilateral agencies, philanthropies, foundations, and private sector partners. Maintain a robust pipeline tracking and forecasting system.

  • Proposal Development & Competitive Bidding: Lead cross-functional teams in developing high-quality, competitive proposals, concept notes, and commercial bids. Ensure all proposals integrate gender-transformative programming, inclusion, safeguarding, and full donor compliance.

  • Strategic Partnerships & External Positioning: Cultivate relationships with major donors, government bodies, local CSOs, and Plan International National Offices. Lead multi-partner consortium development and represent the organization in external high-level networking forums.

  • Grants Management, Finance & Risk: Work alongside program and finance teams to optimize cost recovery, strengthen grant compliance, improve financial forecasting, and ensure smooth handover from bid acquisition to project implementation. Head of Business Development

  • Innovation & Emerging Business Models: Unlock non-traditional funding avenues, including blended finance, results-based financing, climate finance, and corporate ESG-aligned social impact partnerships.

  • Localisation & Partner Due Diligence: Oversee partnership mapping, selection, and due diligence frameworks to drive equitable partnerships with local civil society organizations in line with global localisation agendas.

  • Safeguarding & Gender Inclusion: Mainstream Plan International’s safeguarding, gender equality, and inclusion policies across all business development processes and partner engagements.

Candidate Qualifications & Experience
  • Education: Bachelor’s degree in International Development, Business Administration, Economics, Social Sciences, or a related field from a recognized university.

  • Experience: Minimum of 3 to 5 years (with demonstrated significant experience) leading resource mobilization, business development, or institutional fundraising within the INGO or development sector.

  • Proven Track Record: Demonstrated success in winning large-scale competitive grants/contracts from institutional donors, foundations, or multilateral agencies.

  • Technical Expertise: Deep familiarity with donor compliance, climate finance, localization agendas, consortium building, proposal budgeting, and risk management.

  • Core Competencies: Exceptional strategic thinking, high-level negotiation capabilities, strong financial acumen, and outstanding communication skills.
