TERMS OF REFERENCE (ToR)
TENDER FOR GROUNDWATER EXPLORATION, BOREHOLE DRILLING, CONSTRUCTION, TESTING AND WATER SUPPLY SYSTEM INSTALLATION
Project Locations: Tabora, Shinyanga, Dodoma, Kigoma, Singida, Simiyu, South Pemba and North Pemba.
- Background
The Employer intends to engage qualified and duly licensed groundwater drilling contractors to undertake groundwater exploration support, borehole drilling and construction, borehole development and testing, water supply infrastructure installation, and site completion works in selected communities in Tanzania.
This ToR is based on the Employer’s existing well specification, revised into a tender-ready scope suitable for competent drilling companies. The original specification required a depth of approximately 80–150 m, reinforced-concrete well construction, a 5,000-litre tank, a minimum 3 m elevated structure, taps, pump installation, a raised wellhead and site completion. The tender requirements below clarify and expand those requirements for procurement purposes.
- Project Locations and Lots
All of the following project regions are currently open for application:

Bidders may apply for Lot 1 only, multiple lots, or all eight lots. The Employer reserves the right to award one, several, or all lots to one or more qualified contractors, subject to technical capacity, past performance, proposed programme, equipment availability, and financial competitiveness.
Final site coordinates and administrative details for each borehole shall be provided to shortlisted/successful bidders as part of the site information package. Bidders shall allow for mobilisation and demobilisation appropriate to each location.
- Objective
The objective is to provide safe, reliable and sustainable groundwater-based water supply facilities for the targeted communities, including a complete borehole/well, pumping system, elevated water tank, water collection points and associated civil/electrical works.
- Scope of Works
- Site Mobilisation and Drilling
Mobilise personnel, drilling rig, equipment and materials; undertake borehole drilling to a target depth of 80–150 metres, subject to site hydrogeological conditions.
- Borehole Construction and Development
Construct, case, screen, gravel-pack, seal, develop and clean the borehole in accordance with the approved design and applicable requirements.
iii. Borehole Testing and Water Quality
Conduct pumping tests and water-quality testing, and submit the required technical results and borehole records to the ARCD office before handing over the project.
- Pump and Water Supply System
Supply and install a suitable submersible pump of 1.0 hp, complete with rising main, cables, control equipment, pipework and all necessary connections.
- Elevated Tank Tower and Water Collection Area
Construct a durable reinforced-concrete/blockwork tank tower with a minimum height of 3.0 metres above ground level, designed to safely support a 5,000-litre water tank. The collection area shall include:
- Ceramic finishing up to 1.0 metres;
- A raised floor/platform of approximately 40 cm, with proper drainage;
- Approximately 12 water taps distributed on three sides; and
- Tank Installation and Connections
Supply and install the 5,000-litre tank, including inlet, outlet, overflow, washout/drain, valves, fittings and all necessary connections.
vii. Wellhead Protection and Site Finishing
Provide a secure, properly finished and protected borehole head, complete the site drainage and cleaning, remove construction waste, and restore the work area.
viii. Identification and Handover
Install the project identification banner/signage and provide all required completion, testing, and handover documentation.
- Elevated Tank Tower / Water Collection Structure
- Minimum finished tower/stand height: 3.0 m above existing ground level, unless the approved hydraulic design requires otherwise.
- The structural system shall be designed and constructed to safely support the 5,000-litre tank and associated dynamic and environmental loads.
iii. Approximate base footprint from the original specification: 1.8 m × 1.8 m, subject to structural design and site conditions.
- Reinforcement, concrete strength, blockwork, and foundation dimensions shall be determined by ARCD structural design.
- Ceramic finish shall extend to 1.5 m above finished ground level in the designated collection area.
- Provide a small support/ledge for users, particularly women, to place or stabilise water containers before lifting them onto the head. The Contractor shall submit a simple safe design for approval.
vii. Provide drainage so that water from the taps does not accumulated around.
- Water Quality and Testing
- After borehole development and testing, the Contractor shall collect representative water samples using appropriate procedures.
- Laboratory testing shall cover physical, chemical and microbiological parameters applicable to the intended potable/community use and the applicable Tanzanian drinking-water requirements. iii. The Contractor shall submit laboratory certificates/results to the ARCD office and shall not present a borehole as ready for community use where test results indicate an unresolved public health concern.
- Contractor Eligibility and Mandatory Documents
The eligible contractor/company must have the following documents: –
- Certificate of incorporation/registration.
- Valid business licence.
iii. Valid company TIN
- The relevant tax clearance for 2026.
- Valid drilling licence from the Board.
- Evidence of competent and appropriately qualified drilling personnel.
vii. Company profile demonstrating relevant experience in borehole drilling and rural/community water supply projects.
viii. Evidence of at least three comparable completed projects, including client/reference contacts. ix. List of available drilling rigs, support vehicles and major equipment, indicating ownership or lawful access.
- Proposed technical team and CVs of key personnel.
- Health, Safety and Environment (HSE) procedures/policy.
xii. Evidence of financial capacity adequate for mobilisation and execution of the proposed lot(s).
- Tender Submission Requirements
All qualified and eligible local companies/tenderers are invited to submit their complete statutory documentation and financial quotation for each Lot they wish to bid for. Tenderers may apply for one Lot, multiple Lots, or all Lots. All submissions must be received no later than Thursday, 24 September 2026, via email at: [email protected]
