RECRUITMENT OF A CONSULTANT OR CONSULTING FIRM TO CONDUCT AN ENDLINE SURVEY FOR THE INCLUCITIES SASA PROJECT IN TANGA

Area of intervention: Tanga City, Tanzania
As part of the implementation of the IncluCities SASA Project, Rikolto in East Africa is issuing this call for applications to recruit an individual consultant or a consulting firm to conduct an endline survey to assess the achievements and impact of the project.
- Context of the assignment
Rikolto in East Africa works with farmers, traders, consumers, and cities to transform food systems and promote sustainable food production that respects people and the planet.
Under the EU Green and Smart Cities SASA Programme, Rikolto is implementing the IncluCities project in Tanga, which aims to promote inclusive and sustainable socio-economic integration to strengthen the local economy.
The project focuses on addressing key challenges affecting women and youth participation in food systems, including:
- Limited awareness of business opportunities
- Limited access to financial and non-financial services
- Weak coordination among food system actors
- Limited capacity of enterprises
It also promotes sustainable practices such as food safety, waste management, regenerative agriculture, and circular economy approaches.
As the project approaches completion in July 2026, an endline survey is required to assess performance, measure results, and document lessons learned.
- Objective of the Consultancy
General objective
The overall objective is to conduct an endline survey to assess the extent to which the project has achieved its intended results and contributed to strengthening the local food system and economy in Tanga.
Specific objectives
The assignment will specifically:
- Assess achievements against project objectives and results
- Evaluate the project’s contribution to entrepreneurship and business support ecosystems
- Measure changes in capacity, access to services, and market linkages
- Document lessons learned, best practices, and recommendations for scaling up
The evaluation will also assess the project based on the following criteria:
- Relevance
- Effectiveness
- Impact
- Sustainability
- Scope of the study
The assignment will cover:
- Women and youth-led businesses (approx. 300)
- SMEs (approx. 30)
- Farmer business groups (approx. 5)
- Consumers (approx. 30,000)
- Entrepreneur Support Organizations (TCCIA, TWCC)
- Tanga City Council and key partners (SIDO, VETA, CRDB Foundation, DOT, Tanga Yetu)
The study will also assess:
- Sustainable practices including food safety, waste management, regenerative agriculture, and circular economy
- Market linkages, financial literacy, and investment readiness
- Infrastructure support provided to beneficiaries (including solar driers, crab fattening boxes, and food kiosks)
- The functionality and sustainability of the Tanga Sustainable Food Systems Platform
- Expected Methodology
The consultant must propose a mixed-methods approach combining:
- Quantitative surveys
- Qualitative interviews and focus group discussions
- Comparative analysis of baseline and endline data
- Case studies of selected beneficiaries
The methodology must include:
- Review of project documentation and reports
- Data collection from various stakeholders
- Appropriate sampling strategy and analytical techniques
- Expected Deliverables
The selected consultant or firm must provide:
- An inception report detailing methodology, tools, and work plan
- Data collection tools
- A draft endline report with preliminary findings and recommendations
- A final report incorporating stakeholder feedback
- A presentation of findings to Rikolto, Tanga City Council, and donor partners
- Duration of the assignment
The maximum duration of the assignment is 20 working days, distributed across inception, data collection, analysis, and reporting phases.
- Qualifications
The consultant or firm must meet the following criteria:
- Master’s degree in development studies, economics, agribusiness, or related field
- Proven experience in conducting endline evaluations of donor-funded projects
- Strong expertise in SME development, food systems, and green/circular economy
- Excellent analytical, writing, and communication skills
- Familiarity with participatory evaluation methods and Tanzanian context

Note: Any technical proposal that does not follow this structure may be rejected.

10.1 Evaluation of administrative compliance
Verification of completeness and compliance of administrative documents.
10.2 Evaluation of the technical proposal
Only administratively compliant bids will be evaluated based on:
- Understanding of the Terms of Reference
- Relevance and robustness of the proposed methodology
- Work plan and implementation strategy
- Experience of the consultant/firm
- Qualifications of the proposed team
- References from similar assignments
- Understanding of the local context
Only bidders scoring at least 70% in the technical evaluation will proceed to the financial stage.
10.3 Evaluation of the financial proposal
Only bids that have met the minimum technical threshold will be opened and analyzed financially.
The lowest-priced bid receives the maximum score of 100% (this is the lowest financial bid among those eligible for financial evaluation)
The other bids are evaluated using the following formula:
Financial score = (Amount of the lowest bid / Amount of the bid being evaluated) × 100
The financial bid accounts for 20% of the overall score.
- Award of the Contract
The contract will be awarded to the bidder with the highest combined technical and financial score.
Calculation formula:
Final score = (Technical score × 80%) + (Financial score × 20%)
