Position Summary
The Human Resource Manager develops, coordinates, and executes strategic HR initiatives, policies, and procedures. Working closely with line management, the role drives positive industrial relations, robust performance management, training, and strict compliance, while optimizing staff costs to achieve the bank’s strategic objectives.
Key Responsibilities

Strategic HR Management: Formulate, implement, and monitor the bank’s HR strategy and organizational structure. Institutionalize appropriate HR management systems and policies.

Recruitment & Onboarding: Manage end-to-end hiring processes, provide recruitment guidance to managers, coordinate probationary reviews, and handle employee transfers and promotions.

Performance & Talent Management: Ensure all staff are assigned KPIs. Support department heads in identifying training needs, instilling a performance culture, and developing improvement plans for poor performers.

Employee Relations & Welfare: Administer staff welfare programs (including medical insurance and staff loans) and handle staff grievances and disciplinary procedures to maintain high morale and retention.

Compliance & Reporting: Prepare and submit monthly statutory returns (PAYE, SDL, HESLB, WCF, and pension funds). Maintain updated HR databases and generate periodic reports on new hires, exits, and pending cases.
Requirements

Education: Bachelor’s degree in Human Resources, Social Sciences, or a related field.

Experience: Minimum of five (5) years of HR experience, with at least three (3) years in a senior HR management role, preferably within the banking industry or private sector.

Skills:

Proven leadership, structural problem-solving, and independent workload management.

Deep expertise in Tanzanian labor laws, industrial relations, and statutory compliance.

Proficiency in performance management framework execution and HR database management.

Excellent written and verbal communication skills in English.
