ACTIVITY: CONSULTANCY FOR TECHNICAL SUPPORT AND FACILITATION OF EVIDENCE-BASED LOBBYING ON VITAMIN A FORTIFICATION IN SUNFLOWER OIL PROCESSING AND THE SUNFLOWER SEED SECTOR
- Background
Tanzania Seed Processors Association (TASUPA) is a member-based organization representing seed processors and stakeholders in the seed value chain. TASUPA works to promote a vibrant, competitive, and sustainable seed sector through advocacy, capacity building, stakeholder engagement, and policy dialogue.
Sunflower is one of Tanzania’s most important oilseed crops, contributing significantly to household incomes, employment, food security, and industrial development. The sunflower value chain encompasses seed production, processing, marketing, and consumption of sunflower oil. In line with national efforts to improve nutrition and public health, Vitamin A fortification of edible oils has become a critical intervention for addressing micronutrient deficiencies among Tanzanian populations.
Despite the growing importance of sunflower oil processing and fortification, stakeholders continue to face challenges related to access to quality sunflower seed, regulatory compliance, fortification requirements, technology adoption, market competitiveness, and policy implementation. To strengthen advocacy efforts and promote an enabling environment for both the sunflower seed sector and Vitamin A-fortified sunflower oil processing, TASUPA seeks to engage a qualified consultant to provide technical support and facilitate evidence-based lobbying initiatives.
The assignment will support the generation and utilization of credible evidence to influence policies, regulations, standards, and investment decisions that contribute to the growth of the sunflower seed sector and the effective implementation of Vitamin A fortification in sunflower oil processing.
- Objective of the Consultancy
The overall objective of this consultancy is to provide technical expertise and facilitation support for evidence-based lobbying and advocacy aimed at strengthening the policy and regulatory environment for the sunflower seed sector and promoting sustainable, compliant, and competitive Vitamin A fortification in sunflower oil processing in Tanzania.
- Scope of Work
The consultants hall undertake the following tasks:
- Review existing policies, regulations, standards, reports, and studies related to the sunflower seed sector, edible oil processing, and Vitamin A fortification.
- Identify and analyse key policy, regulatory, technical, and market constraints affecting sunflower seed production, processing, and fortified sunflower oil value chains.
- Assess challenges and opportunities related to compliance with national fortification requirements among sunflower oil processors.
- Collect, synthesize, and document evidence from stakeholders, including seed companies, sunflower farmers, oil processors, government agencies, regulatory authorities, development partners, and consumers.
- Conduct stakeholder mapping and analysis to identify key actors and decision-makers relevant to policy reforms and advocacy efforts.
- Develop advocacy materials including policy briefs, position papers, factsheets, presentations, and evidence summaries.
- Support TASUPA in engaging government institutions, policymakers, regulators, industry associations, and other relevant stakeholders.
- Develop recommendations and action plans to improve policies, regulations, standards implementation, and investment in the sunflower seed and fortified edible oil sectors.
- Document proceedings and prepare technical reports for TASUPA.
- Provide strategic guidance on effective advocacy and lobbying approaches based on evidence generated throughout the assignment.
4. Expected Deliverables
The consultant is expected to deliver:
- Inception report outlining methodology, work plan, and stakeholder engagement approach. • Stakeholder mapping and analysis report.
- Evidence synthesis report on key issues affecting the sunflower seed sector and Vitamin A fortification in sunflower oil processing.
- Policy briefs, position papers, and advocacy materials.
- Facilitation of stakeholder engagement meetings, workshops, and policy dialogues. • Meeting reports, recommendations, and action plans.
- Final consultancy report containing findings, policy recommendations, advocacy priorities, and strategies for strengthening the sunflower seed sector and Vitamin A fortification compliance.
- Duration of the Assignment
The consultancy is expected to be undertaken over a period of 15 days/months from the date of contract signing.
- Qualifications and Experience
The consultant should possess:
- At least a Master’s Degree in Agriculture, Agricultural Economics, Food Science and Technology, Nutrition, Public Health, Public Policy, Development Studies, Law, Political Science, or a related field.
- Minimum of five (5) years of demonstrated experience in policy analysis, advocacy, stakeholder engagement, and facilitation.
- Strong understanding of Tanzania’s agricultural, seed sector, edible oil processing, food fortification, and regulatory frameworks.
- Proven experience in conducting evidence-based advocacy and policy dialogue initiatives.
- Demonstrated knowledge of sunflower value chains, edible oil processing, nutrition interventions, or food fortification programs.
- Excellent analytical, report writing, communication, and facilitation skills.
- Experience working with farmer organizations, private sector associations, processors, government agencies, regulatory authorities, and development partners will be an added advantage.
- Reporting
The consultant will report directly to the General Manager of TASUPA and work closely with TASUPA staff and relevant stakeholders throughout the assignment.
