- Background
Rural and Urban Agricultural Technologies Initiatives (RUATI), in collaboration with the Vocational Education and Training Authority (VETA) and with financial and technical support from AGRA, is currently implementing a project titled:
“Enhancing access to agro-mechanization services for young farmers in southern and eastern zones of Tanzania: Empowering them with agro-mechanization skills and linking them to equipment owners or service providers.”
The project is designed to address critical gaps in agricultural productivity by equipping youth with practical, market-relevant skills in agro-mechanization, irrigation systems, and post-harvest management. A key component of this initiative is strengthening the capacity of VETA instructors so that they are able to deliver high-quality, competency-based training that reflects real industry practices.
To achieve this, RUATI intends to engage qualified consultants to conduct specialized Training of Trainers (ToT) focusing on post-harvest technologies, value addition, and appropriate small-scale processing solutions.
- Purpose of the Assignment
The main purpose of this consultancy is to deliver intensive, hands-on Training of Trainers (ToT) sessions to VETA instructors using already developed curricula. The assignment emphasizes practical application, improved instructional delivery, and alignment with current industry standards in post-harvest management and agro-processing.
The consultant is expected not only to transfer knowledge but also to build confidence and practical competence among instructors, enabling them to effectively train youth in real-life working environments.
- Consultancy Lots
RUATI invites Expressions of Interest from competent and experienced consultants for the following three lots:
Lot 1: Grain, Fruits and Vegetables Processing Technologies
The consultant will:
- Deliver practical ToT sessions covering processing techniques such as drying, grading, sorting, storage, and preservation;
- Demonstrate value addition processes including milling, juicing, pulp extraction, and dehydration;
- Guide instructors on efficient use of locally available technologies and equipment;
- Strengthen instructors’ ability to facilitate hands-on, competency-based training; and
- Share best practices on post-harvest handling, quality maintenance, and reduction of losses along the value chain
Lot 2: Nuts, Herbs and Spices Processing
The consultant will:
- Deliver ToT sessions on processing methods including cleaning, drying, grading, packaging, and storage;
- Introduce viable value addition opportunities targeting both domestic and export markets;
- Provide practical guidance on quality assurance, standards compliance, and food safety requirements;
- Enhance instructors’ capacity to deliver training that is responsive to market needs and opportunities; and
- Share insights on branding, packaging, and market linkage strategies
Lot 3: Fabrication of Processing Machines and Storage Equipment (Focus on Silos and Solar Driers)
The consultant will:
- Deliver ToT on fabrication of small-scale agro-processing equipment and storage solutions;
- Focus on the design, construction, and use of silos for safe grain storage;
- Demonstrate fabrication of solar dryers and other appropriate technologies suitable for local contexts;
- Provide practical instruction on tool handling, safety, and maintenance procedures; and
- Strengthen instructors’ capacity to train youth in fabrication, operation, troubleshooting, and maintenance of equipment.
- Scope of Work
For each lot, the consultant will:
- Deliver five (5) days of intensive Training of Trainers (ToT) sessions to VETA instructors;
- Utilize existing curricula and training materials (no curriculum development required);
- Apply participatory, practical, and hands-on training methodologies;
- Incorporate real-life case studies and demonstrations to enhance understanding;
- Integrate inclusive training approaches that consider gender, youth, and persons with disabilities;
- Facilitate interactive learning sessions, including group work and practical exercises; and
- Prepare and submit a concise consultancy report within one (1) day after training completion
- Deliverables
The consultant will be expected to deliver:
- Successfully conducted 5-day ToT training sessions;
- Adapted training materials to enhance practical delivery where necessary;
- Daily training reports and attendance records;
- A comprehensive training summary report highlighting key outcomes; and
- A final consultancy report outlining observations, lessons learned, challenges, and actionable recommendations
- Duration and Location
- Duration: Six (6) working days per lot
- Five (5) days for Training of Trainers (ToT)
- One (1) day for reporting
- Location: Kihonda Regional Vocational Training and Service Centre (RVTSC), Morogoro, Tanzania
- Required Qualifications and Experience
The consultant should possess:
- Demonstrated technical expertise relevant to the applied lot;
- A minimum of five (5) years of practical experience in agro-processing, post-harvest management, or equipment fabrication;
- Proven experience in delivering Training of Trainers (ToT) or similar capacity-building programs;
- Experience working with Technical and Vocational Education and Training (TVET) institutions or similar environments;
- Strong facilitation and communication skills with the ability to engage diverse learners;
- Ability to deliver competency-based, practical training; and
- Knowledge and experience in inclusive training approaches (gender and disability inclusion) will be an added advantage

- Application Requirements
Interested consultants are required to submit:
- An Expression of Interest clearly indicating the lot applied for
- An updated Curriculum Vitae (CV)
- A brief technical proposal (maximum 2 pages) outlining the approach and methodology for delivering the ToT
- A financial proposal indicating daily rates or a lump sum for the full 6 days
- Evidence of similar assignments previously conducted (references or sample work)
