The Tanzania Seed Producers Association (TASUPA) is a national association dedicated to promoting sustainable growth and competitiveness of the sunflower sector in Tanzania. TASUPA works with seed producers, government institutions, development partners, private sector actors, and farmers to strengthen sunflower seed systems, enhance seed availability, and improve agricultural productivity.

2. Background
Access to quality seed remains one of the major challenges affecting agricultural productivity and food security in Tanzania. While significant efforts have been made to strengthen seed systems, there remains a need to enhance private sector participation in seed multiplication, distribution, and commercialization.
TASUPA intends to establish a sustainable private sector-led seed multiplication model that will improve seed availability, create business opportunities for seed producers, and strengthen linkages among seed value chain actors. To facilitate investment and implementation, a robust business case is required to demonstrate the viability, sustainability, risks, and expected returns of the initiative.
- Objective of the Consultancy
The overall objective of this consultancy is to develop a comprehensive and investment-ready business case for the implementation of a Private Sector-Led Seed Multiplication Initiative in Tanzania.
Specifically, the consultantshall:
- Assessthe currentseed multiplication landscape and market opportunities.
- Identify viable business models for private sector participation.
- Conductfinancial and economic viability analysis.
- Assessrisks and mitigation measures.
- Develop implementation and sustainability strategies.
- Provide recommendationsfor attracting investment and partnerships.
- Scope of Work
The consultantshall undertake the following tasks:
Situational Analysis
- Review existing seed sector policies, regulations, and strategies.
- Analyse the seed multiplication ecosystem in Tanzania.
- Identify opportunities and constraints affecting private sector engagement.
- Conductstakeholder consultations with seed companies, farmers, government agencies, financial institutions, and development partners.
Market Assessment
- Assess demand and supply dynamics for quality seed.
- Identify priority crops and geographical areasfor seed multiplication.
- Analyse market trends and growth opportunities.
- Evaluate competition and market entry considerations.
Business Model Development
- Develop suitable private sector-led seed multiplication models.
- Define operational structures and partnership arrangements.
- Assess value chain linkages and stakeholder roles.
Financial and Economic Analysis
- Prepare financial projections.
- Conduct cost-benefit analysis.
- Estimate investmentrequirements.
- Assess profitability and sustainability.
- Develop financing and revenue-generation strategies.
Risk Assessment
- Identify technical, financial, operational, environmental, and marketrisks. • Develop risk mitigation measures.
Business Case Preparation
- Prepare a comprehensive business case document.
- Develop implementation roadmap and action plan.
- Prepare an executive summary and presentation forstakeholders.
- Deliverables
The consultant shall submit:
- Inception Report detailing methodology and work plan.
- Stakeholder Consultation Report.
- Draft Business Case Report.
- Final Business Case Reportincorporating TASUPA feedback.
- Financial Model and Investment Analysis.
- PowerPoint Presentation forstakeholder engagement and investment promotion.
6. Duration of Assignment
The consultancy is expected to be completed within 30 working daysfrom the date of contract signing.
- Qualifications and Experience
The consultant or consulting firm should possess:
Education
- Advanced degree in Agribusiness, Agricultural Economics, Business Administration, Finance, Development Studies, or a related field.
Experience
- At least 5 years of experience in business development, agribusiness investment, orseed sector development.
- Proven experience in preparing business cases, feasibility studies, or investment proposals.
- Demonstrated knowledge of Tanzania’s seed sector and agricultural value chains.
- Experience working with private sector actors, development partners, and government institutions.
- Strong analytical, financial modeling, and report-writing skills.
- Reporting
The consultant will report directly to the General Manager of TASUPA and work closely with designated technical staff throughout the assignment.
