Raising The Village (RTV) is an international development organization committed to eradicating ultra-poverty across Sub-Saharan Africa. Operating in Uganda, Rwanda, DRC, and Tanzania, RTV partners with remote rural communities through data-driven, sustainable poverty graduation models. RTV launched its Tanzania operations to scale comprehensive poverty graduation programming in close collaboration with government entities and local market systems.
Position Summary
The Head of Program Implementation / Country Representative provides strategic and operational leadership for RTV’s program execution, expansion, and stakeholder representation in Tanzania. Reporting to the Regional Programs Director, this position leads country-level strategy execution, embeds scalable implementation systems, drives data-informed decision-making, and manages government and donor relationships.
Key Duties & Responsibilities

Program Leadership & Scaling: Direct program design, budgeting, and field execution across last-mile communities; lead RTV’s national scaling strategy and innovation initiatives; manage organizational risk and program quality.

Government & Stakeholder Relations: Act as RTV’s primary country representative; execute government relations strategies across district, regional, and national levels; ensure organizational compliance with Tanzanian statutory requirements.

Learning, Technology & Quality: Oversight of integrated learning frameworks and government partnership models; integrate real-time data analytics and business intelligence into field operations; improve program delivery tools and project management frameworks.

People & Operations Management: Provide strategic coaching and mentorship to Regional Managers and District Heads; lead operational resource planning; build internal talent pipelines; uphold HR compliance and organizational culture.

Grant & Donor Compliance: Oversee donor reporting, program quality assurance, and financial management across all country-level grants.
Qualifications & Competencies

Education: Master’s degree (MA/MSc preferred) in International Development, Agricultural Economics, Business Management, or a related field. Professional training in project management and financial control is preferred.

Experience: Minimum of 12 years of progressive management experience within international non-governmental organizations (INGOs), with a focus on scaling large-scale rural development programs.

Technical Expertise: Demonstrated background in agricultural development, water, health, or poverty graduation models; expertise in logical frameworks, theory of change, and impact evaluations.

Languages & Tech: Excellent written and spoken English skills; proficiency in Kiswahili is required. Strong command of business intelligence, database programs, and statistical software tools.

Field Requirements: Ability and willingness to travel up to 70% of the time to hard-to-reach, remote field locations under challenging conditions.
