Construction of Livestock Watering Infrastructure at Mwamkulu and Katuma Villages and Installation of a Calibrated Water Diversion and Measurement Structure at Katuma Irrigation Scheme

A. Background and Introduction
Project Overview and Rationale
Rikolto East Africa, through the IKI Katuma Project, “Conservation of Biodiversity in Wetlands through Integrated Water Resources Management,” is implementing interventions aimed at improving water-use efficiency, promoting sustainable livestock management, and contributing to biodiversity conservation within the Katuma Catchment.
To promote sustainable water abstraction for irrigation and reduce uncontrolled livestock access to the Katuma River, Rikolto intends to support the installation of a calibrated water diversion and measurement structure at the Katuma Irrigation Scheme and the construction of livestock watering infrastructure in Mwamkulu and Katuma Villages.
Purpose of the Quotation
Rikolto East Africa invites qualified and experienced contractors, engineering firms, and construction service providers to submit quotations for the construction, supply, installation, testing, commissioning, and handover of the infrastructure described in this RFQ.
The procurement is divided into two lots:
  • Lot 1: Installation of a Calibrated Water Diversion and Measurement Structure at Katuma Irrigation Scheme
  • Lot 2: Construction of Livestock Watering Infrastructure at Mwamkulu and Katuma Villages
Bidders may submit quotations for one or both lots. Each lot will be evaluated independently.
The assignment will be implemented at:
  • Katuma Irrigation Scheme
  • Katuma Village
  • Mwamkulu Village
All works are expected to be completed by 1st November 2026.
B. Scope of Works
The selected contractor shall undertake all necessary activities, including site assessment, supply of materials, construction, installation, testing, calibration, commissioning, and handover of the infrastructure under the relevant lot(s).
1. Lot 1: Installation of Calibrated Water Diversion and Measurement Structure at Katuma Irrigation Scheme
Detailed Technical Specifications:
  • Item 1: Calibrated Water Diversion Structure
    Install a calibrated water diversion structure in a straight and hydraulically stable canal reach with adequate upstream approach conditions. The structure shall be capable of diverting water from the main river to the main canal while accurately quantifying water abstraction.
  • Item 2: Rectangular Broad-Crested Flume (RBC Flume)
    Design, supply and install a rectangular broad-crested flume incorporating a suitable sharp-crested V-notch measuring section for water measurement and flow regulation.
  • Item 3: Testing and Calibration
    Carry out testing, calibration and commissioning and provide calibration charts, rating tables and water measurement guidance for operation and monitoring.
  • Item 4: Documentation and Handover
    Prepare and submit as-built drawings, operation and maintenance guidance, testing and commissioning documentation, and completion and handover reports.
2. Lot 2: Construction of Livestock Watering Infrastructure
Detailed Technical Specifications:
  • Item 1: Cattle Trough (Location: Mwamkulu)
    Construct a reinforced concrete cattle trough with a minimum length of 20 metres, capable of accommodating approximately 600 animals per day.
  • Item 2: Elevated Water Tank (Location: Mwamkulu)
    Supply and install a 5,000-litre elevated water storage tank complete with supporting tower, fittings, valves and necessary accessories.
  • Item 3: Cattle Trough (Location: Katuma)
    Construct a reinforced concrete cattle trough with a minimum length of 20 metres, capable of accommodating approximately 600 animals per day.
  • Item 4: Elevated Water Tank (Location: Katuma)
    Supply and install a 5,000-litre elevated water storage tank complete with supporting tower, fittings, valves and necessary accessories.
  • Item 5: Water Conveyance and Distribution System (Location: Both Sites)
    Supply and install the necessary pipes, fittings, valves, connections and other accessories required to convey water from the existing water source to the elevated storage tank and cattle trough.
  • Item 6: Testing and Commissioning (Location: Both Sites)
    Test and commission all facilities and ensure that the complete system is fully functional before handover.
  • Item 7: Site Restoration and Clean-up (Location: Both Sites)
    Restore affected areas and remove construction waste and excess materials upon completion of the works.
The livestock watering infrastructure is intended to provide controlled access to water and reduce the need for livestock to access and drink directly from the river.
C. Technical Requirements
Lot 1
The bidder shall demonstrate:
  • A minimum of six (6) years of relevant experience in irrigation, water resources or water infrastructure projects.
  • Demonstrated experience in diversion structures, flumes, intakes, canals and water measurement systems.
  • Evidence of at least three (3) similar projects successfully completed within the last five (5) years.
  • Availability of qualified technical personnel and appropriate equipment necessary to undertake the works.
Key Personnel:
The bidder shall demonstrate the availability of a qualified lead engineer with:
  • A minimum Bachelor’s Degree in Irrigation Engineering, Water Resources Engineering, Civil Engineering or a related field.
  • Relevant experience in irrigation and water infrastructure projects.
  • Demonstrated experience in water diversion and measurement structures.
Lot 2
The bidder shall demonstrate:
  • A minimum of three (3) years of relevant experience in livestock watering infrastructure, rural water supply or similar projects.
  • Proven experience in cattle trough construction and water storage infrastructure.
  • Evidence of at least three (3) similar projects completed within the last five (5) years.
  • Availability of suitable qualified personnel, machinery and equipment.
  • Compliance with applicable national construction, occupational health and safety, and environmental requirements.
D. Expected Deliverables
Lot 1
The successful contractor shall deliver:
  • Installed and calibrated water diversion structure.
  • Functional rectangular broad-crested flume with V-notch measuring section.
  • Calibration charts and rating tables.
  • Water measurement and monitoring guidance.
  • Testing and commissioning report.
  • As-built drawings.
  • Operation and maintenance manual.
  • Completion and handover report.
Lot 2
The successful contractor shall deliver:
  • One completed cattle trough at Mwamkulu.
  • One completed cattle trough at Katuma.
  • Two installed and operational 5,000-litre elevated water tanks.
  • Functional water conveyance and distribution systems.
  • Testing and commissioning reports.
  • Site restoration and clean-up.
  • Completion and handover report.
E. General Requirements
The quotation documentation shall be submitted in English.
The bidder shall provide:
  • Technical Proposal.
  • Financial Proposal in Tanzanian Shillings (TZS).
  • Company Profile.
  • Certificate of Incorporation or Business Registration.
  • Valid Business Licence.
  • TIN Certificate.
  • Valid Tax Clearance or Tax Compliance Certificate.
  • VAT Registration Certificate, where applicable.
  • Bank Account Details.
  • CVs of key personnel.
  • Professional registration certificates, where applicable.
  • Evidence of similar assignments undertaken.
  • At least three (3) client references from comparable projects completed within the last five (5) years.
F. Submission Instructions
Interested and qualified bidders shall submit a complete quotation package comprising the following three (3) separate PDF files:
1. Technical Proposal
The Technical Proposal shall include:
  • Understanding of the works.
  • Proposed methodology and implementation approach.
  • Work plan and implementation timeline.
  • Staffing and management arrangements.
  • Relevant company experience and similar assignments.
  • Details of proposed equipment and resources.
  • Health, Safety and Environmental Management Plan.
2. Financial Proposal
The Financial Proposal shall be submitted in TZS and shall include:
  • Detailed and itemized Bill of Quantities (BOQ).
  • Labour costs.
  • Material costs.
  • Equipment costs.
  • Transportation and logistics costs.
  • Applicable taxes and other costs necessary for completion of the works.
3. Supporting Documents
The bidder shall submit all administrative and supporting documents specified under Section E of this RFQ.

The email subject line should clearly indicate the RFQ reference number and the relevant lot/title.
Bidders submitting quotations for both lots shall submit separate Technical and Financial Proposals for each lot.
Submission Deadline
20th September 2026 at 5:00 PM Tanzania Time
Late submissions will not be considered.
G. Delivery Period
The assignment shall commence immediately after contract signing and shall be completed no later than 1st November 2026.
The bidder shall provide a detailed implementation schedule indicating the expected duration for each major activity.
H. Evaluation of Quotations
Quotations will be evaluated based on:
  • Compliance with administrative requirements.
  • Understanding of the scope of works.
  • Relevant experience and technical capacity.
  • Qualifications and experience of proposed personnel.
  • Technical approach and methodology.
  • Availability of appropriate equipment and resources.
  • Proposed implementation timeline.
  • Financial competitiveness and value for money.
Selection Criteria
The contract will be awarded to the responsive and compliant bidder demonstrating:
  • Proven experience in similar water infrastructure and/or livestock watering projects.
  • Adequate technical and professional capacity.
  • Quality and suitability of the proposed technical approach.
  • Ability to complete the works within the required timeframe.
  • Competitive and realistic pricing.
  • Best overall value for money.
Disqualification Criteria
A submission may be disqualified on any of the following grounds:
  • Submission after the stated deadline.
  • Failure to comply with the specified submission format.
  • Failure to meet mandatory technical requirements.
  • Submission of false, misleading or materially inaccurate information.
  • Evidence of corruption, fraud, collusion or other unethical practices.
Administrative Documents
Where an administrative document is missing from a submission, Rikolto may request the bidder to provide the missing document before the conclusion and award of the contract.
The bidder shall provide the requested document within the timeframe specified by Rikolto.
Failure to provide the required document or demonstrate compliance with applicable legal and administrative requirements may result in non-award of the contract.
I. Award of Contract
The contract will be awarded to the compliant bidder offering the best value for money and demonstrating the capacity to successfully implement the required works within the specified timeframe.
Each lot may be awarded independently.
Rikolto reserves the right to award one or both lots to one or more bidders.
Rikolto also reserves the right to accept or reject any quotation and is not obliged to award the contract to the lowest-priced bidder.
J. Ethics and Conditions
Corruption and fraudulent practices, including fraud, collusion, coercion, misrepresentation, conflict of interest and price manipulation, are strictly prohibited and may result in disqualification from the procurement process.
Submission of a quotation does not create an obligation on the part of Rikolto to award a contract.
The successful contractor shall comply with all applicable national construction, occupational health and safety, environmental and other relevant legal requirements.
K. Request for Information
Interested bidders may request clarification or arrange a site visit to familiarize themselves with the project locations, existing water sources, site conditions, accessibility and the nature of the works.

Rikolto may provide responses to clarification requests to all interested bidders where the clarification is considered relevant to the preparation of quotations.
