Job Purpose

Oversee issues related to Real estate and Facility Management covering construction works, facility maintenance and building upkeeping, motor vehicle maintenance, lease management, coordinating branch office tools and stationery, record management and transport and logistic support to branch across the Zone. Provide strategic recommendation related to Real estate and Facility Management in ensuring effective departmental performance in line with set procedures and policies

Principle Responsibilities

  • Management of all REFM zonal vendors to ensure they adhere to contracts for protection of Banks interests.
  • Ensure timely payment of all REFM vendors claims within your zone.
  • Prepare and submit monthly accrual report to all REFM related activities to HQ.
  • Prepare and implement zonal budget under REFM activities for building maintenance, motor vehicle maintenance and fuel.
  • Carry out quarterly vendor performance appraisal
  • Overseeing refurbishments and renovations works by participating in site Inspection, site meeting and site report of real estate construction projects and maintenance activities to ensure value for money is attained for all outlets and offsite ATMs.
  • Monitor the maintenance of premises for branches and offsite ATMs.
  • Undertake periodic conditional survey for zonal business outlets branches and offsite ATMs.
  • Attend to branch issues on regards to adhoc maintenance works.
  • Identify and advise on branch issues on regards to renovation works to REFM management.
  • Conduct rental market rate research within the zone and advise the management.
  • Update Lease register and rental payment tracker to eliminate payments irregularities
  • Lease management tracker for monitoring expiry contracts and submit to REFM the Leases expected to expire in less than 180 days.
  • Participate in lease negotiation for new and renewed lease contracts to ensure the Bank interests are properly represented
  • Undertake Landlord due diligence for lease contracts.
  • Establish good relationship with all vendors and Landlords to handle complaints and resolve conflicts relating to service issues to ensure Bank interests are protected
  • Adhere to compliance with all governance and regulatory requirements related to REFM activities.
  • Ensuring that facilities meet government regulations policies on environmental, health and security standards and to have no OSHA issues.
  • Facilitate and coordinate working tools and furniture request and distribution to branches.
  • Coordinating working tools ensure that branches have the required office tools, and they are properly serviced as per procedures and contracts in place.
  • These includes, Motor vehicles, furniture, note counting machines, printers, scanners, photocopiers, cash safes, note binding and note strapping machines, shredders, fireproof cabinets, water dispensers, TV Sets, refrigerators, etc
  • Coordinate identification and compilation of idle assets information and process approval for disposal at zones and/or submit to Working Tools Specialist at HQ for approval (land properties, motor vehicles, working tools and furniture).
  • Overseeing and monitoring of service providers for outsourced services including AC maintenance services, cleaning, fumigation, hotels, garages, printing services, office equipment, drinking water, waste collection, etc
  • Overseeing proper records keeping, archives and storage space for branch vouchers, files and idle assets.
  • Maintain Zonal fleet by ensuring the motor vehicles are well maintained in the approved garages and vehicles are serving business requirements as planned to include travel plans, fuel usage monitoring, supervision of drivers, process insurance claims, incidence management, etc.
  • Overall management of internal drivers and third-party drivers against bank policy/procedures, overnight driving , misconduct ,etc
  • Consolidate pre-printed stationery requirements for branches within the respective zones on quarterly basis for bulk procurement process.
  • Any other duty assigned

Qualifications Required

  • At least 3 years working experience in a similar work within the field of facility/estate management, construction or a site development
  • Registered with the respective professional council (where applicable)
  • Degree or advanced Diploma in Architecture, Quantity surveyor, Civil Engineering or facility and property management related field.
  • Computer literate
  • Contract Management skills
  • Basic understanding of accounting and finance principles
  • Project management skills, planning and maintaining facility budgets
  • Excellent verbal and written communication skills (both English and Swahili)
    Multitasking ability.
  • Problem-solving skills with good time management skills.
  • Excellent interpersonal and communication skills
  • Team-worker with customer focus and flexibility
  • A pro-active attitude and eagerness to work
