Job Purpose

The HOD: IT Strategy, Architecture & Innovation is responsible for defining, evolving, and executing the enterprise technology and AI strategy for Vodacom Tanzania. This role drives digital transformation, leads long-range IT planning and budget optimization (CAPEX/OPEX), establishes enterprise architecture and ethical AI governance, and fosters an innovation-driven culture.

Key Responsibilities & Accountabilities

• Technology Strategy & Innovation:

  • Define and execute the long-term enterprise technology roadmap aligned with organizational business objectives and digital transformation goals.

  • Embed “secure and ethics by design” principles across all innovation and technology architecture initiatives.

  • Translate emerging tech solutions into clear business impacts, including efficiency gains, revenue growth, and enhanced customer experience.

• Artificial Intelligence (AI) Strategy & Governance:

  • Oversee the end-to-end enterprise AI strategy, prioritizing high-value use cases from pilot phase to scaled deployment.

  • Establish robust AI governance models ensuring compliance with data privacy, cybersecurity, regulatory standards, and responsible-AI guidelines.

• Long-Range Planning & Budget Management:

  • Own long-range technology planning, tracking key strategic signature programs across the organization.

  • Direct and optimize CAPEX and OPEX allocations across the IT and Billing application portfolio.

• People Leadership & Capability Development:

  • Build internal innovation capabilities, tools, and Agile ways of working that encourage experimentation and continuous learning.

  • Lead, upskill, and mentor team members, creating robust succession plans and performance measurement frameworks.

Qualifications, Skills & Requirements

Education & Experience:

• Educational Background: Bachelor’s degree in Computer Science, Engineering, Information Technology, Accounting, or a related quantitative field.

• Work Experience: Minimum of 3 years’ experience in a senior leadership role within a similar enterprise IT or technology environment.

• Industry Context: Deep exposure to GSM, Mobile Money (M-Pesa), and Telecommunications architecture and how digital financial services integrate with core network elements.

Core Competencies & Technical Skills:

• Strong expertise in Enterprise Architecture, Strategy Formulation, and AI Governance.

• Deep familiarity with Agile methodologies, Digital Transformation frameworks, and Change Management.

• Strong financial acumen with proven capability in CAPEX/OPEX budget management and IT investment prioritization.

• Exceptional negotiation, stakeholder management, and cross-functional leadership skills.
