Basic Purpose

The Valuation Officer manages and oversees the valuation of properties and collateral pledged to the Bank as security for lending facilities. This role ensures all valuations conducted by external valuers are independently reviewed for accuracy, completeness, compliance, and adequacy to support prudent credit decisions and protect asset quality.

Main Duties and Responsibilities
Valuation Management & Quality Assurance
  • Review and validate all external valuation reports for accuracy, completeness, and adherence to approved methodologies before loan processing.

  • Assess the adequacy of collateral values and security coverage ratios for credit facilities.

  • Evaluate the impact of collateral releases, substitutions, or discharges on existing security coverage.

  • Perform internal reviews and verifications of collateral pledged by customers.

  • Ensure all collateral valuations remain current and compliant with Bank policies and regulatory standards.

Collateral Monitoring & Property Inspections
  • Conduct periodic inspections and verification visits of mortgaged properties to confirm existence, condition, usage, and occupancy.

  • Undertake quarterly site visits of mortgaged properties and draft inspection reports detailing any material changes affecting value.

  • Track market conditions and property values that impact security positions, recommending revaluations when necessary.

Valuation Tracking & Records Management
  • Maintain an up-to-date valuation tracker and circulate it monthly to key stakeholders.

  • Track valuation expiration dates, initiating revaluation processes at least 45 days prior to expiry.

  • Ensure proper custody, filing, and safekeeping of valuation reports and supporting documentation.

Vendor & Service Level Management
  • Coordinate valuation instructions and issue engagement letters to external valuers.

  • Monitor external valuation firms against agreed Service Level Agreements (SLAs) and turnaround times.

  • Maintain professional relationships with approved valuation service providers.

Market Research & Industry Analysis
  • Conduct research on real estate market trends, property developments, and regulatory changes.

  • Prepare periodic market intelligence reports and valuation insights for management.

  • Participate in property-related forums and professional engagements to enhance industry knowledge.

Stakeholder Management, Risk & Compliance
  • Partner with Credit, Risk, Legal, Business Banking, Corporate Banking, and Operations teams to guide collateral assessment.

  • Ensure compliance with Bank policies, Bank of Tanzania (BOT) Prudential Regulations, local government by-laws, and risk frameworks.

  • Identify and escalate valuation risks, discrepancies, or exceptions that could expose the Bank to credit losses.

  • Support internal and external audits by providing required documentation.

Knowledge, Skills, and Experience

Qualifications & Experience
  • Work Experience: 3 to 5 years of experience in property valuation, collateral management, credit administration, mortgage operations, or risk management within a financial institution, valuation firm, or real estate organization.

  • Specialized Experience: Hands-on background reviewing valuation reports, performing property inspections, managing external valuers, and assessing collateral adequacy in banking credit operations.

Knowledge & Skills
  • Strong knowledge of property valuation principles, practices, and real estate market dynamics.

  • Deep understanding of banking credit processes, collateral management requirements, and BOT Prudential Guidelines.

  • Advanced analytical, problem-solving, and report-writing skills.

  • Excellent stakeholder management and communication skills with high attention to detail.

  • Proficiency in Microsoft Office applications and valuation tracking systems.
