- Background
OpenMap Development Tanzania(OMDTZ) is a non-profit organisation in Tanzania that specialises in geospatial data collection, analysis, management, visualisation, training, capacity building, and technological innovations. OMDTZ’s mission is to grow and empower communities to utilise open data/maps and technology to achieve global development goals and address local challenges in Tanzania.
OMDTZ is implementing the Ramani Zetu, Sauti Zetu: Integrating Local Knowledge, Technology, and Citizen Science for Flood Resilience project, funded by the Zayed Sustainability Prize (ZSP) under the Climate Action category. The project is implemented from 2025 to 2027 in Dar es Salaam, Pwani, and Morogoro regions, targeting flood-prone and highly vulnerable urban and peri-urban communities.
The project builds on the legacy of the Ramani Huria initiative, aiming to strengthen community flood resilience through citizen science, geospatial technologies, early warning systems, community disaster preparedness plans, awareness campaigns, and enhanced collaboration with government and humanitarian actors.
To ensure accountability, learning, and evidence-based reporting of achieved results, OMDTZ seeks to engage an independent Monitoring and Evaluation (M&E) Consultant to conduct a comprehensive project impact assessment and develop a Project Impact Assessment Report in line with ZSP’s emphasis on measurable impact, innovation, inclusivity, and scalability.
- Purpose of the Assignment
The purpose of this consultancy is to assess the project’s effectiveness, outcomes, and impacts against its stated objectives and expected results, and to produce a Project Impact Assessment Report aligned
with Zayed Sustainability Prize impact and reporting principles, including social, environmental, and institutional impact.
- Objectives of the Consultancy
The specific objectives are to:
- Design and implement a Monitoring, Evaluation, and Learning (MEL) framework aligned with Zayed Sustainability Prize (ZSP) impact criteria and the OECD-DAC evaluation framework (relevance, effectiveness, efficiency, impact, and sustainability);
- Measure project results at output, outcome, and impact levels across social, environmental, and institutional dimensions;
- Assess changes in community flood preparedness, resilience, early warning responsiveness, and early action capacity;
- Evaluate inclusivity, community participation, and meaningful engagement of women, youth, and vulnerable groups;
- Evaluate the effectiveness of community-led mapping, early warning systems, disaster preparedness plans, awareness campaigns, and supportive infrastructure interventions;
- Document lessons learned, innovation, scalability potential, and contribution to long-term climate resilience;
- Generate evidence-based recommendations to strengthen sustainability, replication, and policy integration.
- Scope of Work
4.1 Evaluation Design and Inception
- Review all relevant project documents, indicators, activity plans, and progress reports;
- Develop an inception report detailing evaluation methodology, indicators, tools, sampling strategy, risks, and work plan;
- Align evaluation indicators with ZSP impact dimensions (People, Environment, Innovation, Long-term Impact) and OECD-DAC criteria;
- Define clear contribution pathways between project activities, outputs, outcomes, and impacts.
4.2 Data Collection and Analysis
- Apply mixed methods (surveys, FGDs, KIIs, document review, and field observation);
- Conduct midline review (Year 1) and final impact evaluation (end of Year 2);
- Assess impacts related to:
- Community resilience and flood preparedness;
- Use of community-generated geospatial data;
- Functionality of Community-Based Flood Early Warning Systems (CFEWS)
- Effectiveness of Community Disaster Preparedness and Response Plans (CDPRPs)
- Reach and effectiveness of clean-up events and school awareness campaigns;
- Development of supportive infrastructure, e.g., evacuation centres
- Integrate gender, youth, and vulnerable group analysis;
- Validate reported results through field verification.
4.3 Learning and Reporting
- Facilitate validation and learning sessions with OMDTZ and stakeholders
- Prepare a concise, donor-aligned Project Impact Assessment Report
- Provide clear recommendations for improvement, scale-up, and sustainability
- Support donor clarification or review processes if required.
4.4 Area of Interest
This project will be implemented in 36 wards from various regions: Dar es Salaam (20), Pwani (8), and Morogoro (8).

5. Key Evaluation Questions

6. Deliverables

7. Reporting and Coordination
The Consultant will report to the Project Manager at OMDTZ and work closely with the Project Coordinator and technical team. OMDTZ will facilitate access to documentation and stakeholders.
8. Required Qualifications and Experience (Individual Consultant)
The assignment is open only to individual consultants. The Consultant should possess:
- Master’s degree in Monitoring and Evaluation, Development Studies, Environmental Sciences, Social Sciences, or a related field;
- A minimum of 5 years of proven experience conducting M&E or impact evaluations for donor-funded projects;
- Demonstrated experience with climate action, disaster risk reduction (DRR), community-based resilience, or geospatial initiatives;
- Proven familiarity with OECD-DAC evaluation criteria and results-based management frameworks;
- Strong quantitative and qualitative data analysis skills;
- Excellent analytical writing and presentation skills in English
9 .Ethical Considerations
- The Consultant shall adhere to ethical research standards, including informed consent, confidentiality, and safeguarding of vulnerable populations.
