INVITATION TO SUPPLIERS (Request for Quotation)

Background and Introduction

Project Overview and Rationale

Rikolto, in partnership with the World Food Programme (WFP), is implementing the Vijana Kilimo Biashara (VKB) project, aimed at strengthening food systems and empowering smallholder farmers and youth across sunflower, sorghum, and horticulture value chains.
Funded by the Mastercard Foundation, this project seeks to improve the livelihoods of 26,904 smallholder farmers, with particular focus on youth and women.

Purpose of the Quotation

Rikolto East Africa invites eligible and qualified suppliers to submit quotations for the supply of  entrepreneurship training materials for VKB program beneficiaries.
These materials will be used for practical and demonstrative training sessions targeting MSMEs and FBOs run by youth and women in 153 villages across Dodoma and Singida regions.

Scope of Supply

The selected supplier will be required to provide, deliver, and ensure the quality of all production and packaging materials listed below. All items must be suitable for educational and hands-on use.

• Liquid and solid soap production 
• Batik fabric design 
• Biscuit and cake making 
• Nutritive flour production 
• Chili and tomato paste processing 
• Baobab (Ubuyu) product processing 
• Cosmetic and bodyline product manufacturing 

Minimum Technical Specifications

All materials must be new, unused, and suitable for hands-on training.

Production Materials :

• Soap (solid and liquid): manual production, safe, non-expired 
• Soap molds: durable plastic or silicone, reusable, suitable for group sessions 
• Cosmetic and bodyline ingredients (including sunflower oil): cosmetic grade, non-toxic, properly labeled 
• Food ingredients (flour, baobab, chili, tomato): food grade, safe for consumption 
• Batik materials: suitable for beginner and intermediate levels, durable, reusable 
• Shampoo and shower gel ingredients: safe for handling and practical use 

Packaging Materials :

• Clean, durable containers suitable for the intended use 
• Food or cosmetic-grade packaging according to the product 
• Leak-proof containers sized for repeated handling 

General Requirements

The quotation documentation must be submitted in English.

Supplier must provide:

1. Financial offer and technical specifications (Annex 1 – downloadable or available on request via email) 
2. Proof of experience in similar contracts (< 3 years) 
3. Valid business license 
4. Valid Tax Compliance Certificate 
5. Tax Identification Number (TIN) Certificate 
6. VAT registration certificate (if applicable) 
7. Bank account details (Bank Statement / RIB) 

Submission Instructions :

• Password will be shared the day after the submission deadline, at the latest by 19/05/2025 at 11:00 

Delivery & Payment Terms :

• Place of Delivery : Dodoma
• Delivery timeline: 7 days after contract or purchase order signing 
• Payment: 100% after complete and compliant delivery 

Validity of Offer :

• Quotations must remain valid for 30 days after the submission deadline 

Evaluation of Quotations

1. Compliance check of administrative documents, deadlines, and technical specifications 
2. Arithmetic verification (unit prices × quantities) 

Selection Criteria:

• Compliance with administrative and technical documents 
• Proven experience in similar contracts 
• Competitive and firm pricing 
• Adherence to delivery timelines (7 days) 
• Provision of all requested items 

Disqualification Criteria:

• Missing or incomplete mandatory documents 
• Prices not expressed in TZS or not firm 
• Delivery timeline exceeding 7 days 
• Involvement in corruption or fraud 
• Non-compliance with technical specifications 
• Partial supply of requested items 

Award of Contract

• The contract will be awarded to the compliant supplier offering the lowest evaluated bid 
• Notification and accepted quotation will serve as the contract until formal signing 

Ethics and Conditions

• Corruption and fraudulent practices (e.g., multiple bids, collusion, price manipulation) are strictly prohibited 
• Packaging: supplies must be delivered in secure and protective packaging
