Chemonics seeks a Supply Chain Manager for the anticipated USAID-funded Malaria Vector Control Activity (MVCA). This activity seeks to identify and implement proven, evidence-based vector control approaches in Tanzania, in support of reducing the overall malaria burden and moving Tanzania closer to malaria elimination.
The Supply Chain Manager will be responsible for strengthening the quantification, supply and distribution, and access monitoring of Insecticide-treated Nets. S/he provides technical assistance to PMI, NMCP, ZAMEP and other key stakeholders as appropriate and leads/assists in the implementation of demand planning, distribution, and coverage maintenance according to the approved work plan.
Responsibilities:
Assist the Deputy Chief of Party, Technical in leading forecasting and supply planning activities for ITNs including procurement planning and monitoring by design and implementation of activities to conduct quality forecasting and supply planning; advocate for increased financial investment in activities around monitoring ITN needs in country and building upon current ITN availability coordination activities.
Determine appropriate methodologies to apply to ITN needs estimation, agreeing on key programmatic assumptions with stakeholders, assembling and analyzing documented data or estimating the number of beneficiaries.
Use the quantification to support the ITN funding advocacy and security with key donors and the Government of Tanzania.
Oversee the timely delivery of ITNs from the source all the way through the destination, ensuring proper storage and quality control coordinating with the distribution team.
Support training needs and organize and conduct training activities as necessary, ensure all contract deliverables are met within ITN access.
If assigned, represent the project at various technical meetings with collaborating partners, senior government officials and/or donor agencies.
Contribute to develop and coordinate annual work plans, reports, and activity budgets based on project resources available and intended annual and life of project targets set according to Government of the United Republic of Tanzania and USG priorities.
Ensure that supervised staff understand and adhere to established policies and procedures. Supports quick and just resolution of any disciplinary issues that arise.
Verify that USAID regulations, Chemonics policies, and quality management best practices are enforced consistently.
Carry out additional responsibilities as may be assigned from time to time in consultation with the Deputy Chief of Party and/or Chief of Party.
Required Qualifications:
Bachelor’s degree in a relevant field, such as Logistics and Supply Chain Management, Business Administration, Public Health. Advanced degree preferred.
Minimum 5 years of experience supporting forecasting and supply planning, direct delivery, and/or community distribution activities of health commodities/ITNs, or similar relevant experience.
Experience in supply chain systems strengthening with a focus on supply chain design, or governance preferred.
Experience working on a USAID or donor-funded project.
Ability to supervise staff effectively.
Fluency in English required, and Swahili is desirable.
