Consultancy for Improvement of UMATI DHIS2

  1. Introduction

Chama cha Uzazi na Malezi Bora Tanzania (UMATI) is an autonomous, non-political, non-profit national organization dedicated to advancing Sexual and Reproductive Health (SRH) in Tanzania. Established in 1959, UMATI has played a leading role in providing quality SRHR information, education, advocacy, and services, particularly for adolescents, young people, women, and underserved populations.

As a Member Association of the International Planned Parenthood Federation (IPPF) since 1973, UMATI is part of a global movement committed to ensuring universal access to SRH information and services. Through innovative programming, strategic partnerships, and evidence-based interventions, UMATI continues to champion the realization of sexual and reproductive health and rights for all people without discrimination.

UMATI’s Strategic Plan recognizes digital transformation as a critical enabler for maintaining consistency and accessible information, especially service statistics at all levels through effective Health Management Information Systems for evidence-based decision making.

  1. Background

UMATI utilizes DHIS2 (https://dhis2.umati.or.tz/) as its primary platform for data collection, management, reporting, and performance monitoring. To strengthen data quality, analytics, and evidence-based decision-making, the organization seeks to engage a qualified DHIS2 consultant or consulting firm to enhance reporting and analytics functionalities within the DHIS2 platform.

  1. Objective

To improve the DHIS2 platform by enhancing Data Set Reports, Validation Reports, Indicators, Dashboards, Landing Pages, and Interactive Analytics for improved data quality monitoring, program performance tracking, and management reporting.

  1. Scope of Work

The consultant shall undertake the following activities:

  1. Assessment and Requirements Analysis
  • Review the existing DHIS2 configuration and reporting architecture.
  • Conduct consultations with program teams, M&E staff, data managers, and system administrators.
  • Document functional and technical requirements.
  • Identify reporting gaps and opportunities for automation (linking with CMIS).
  1. Enhancement of Data Set Reports
  • Redesign and optimize Data Set Reports.
  • Improve report filtering by:
    • Reporting period
    • Organization unit hierarchy
    • Dataset
    • Program sites
    • Project (Funding source)
  • Improve report performance and usability.
  • Enable export to PDF, Excel, and CSV formats.
  • Implement user-friendly report layouts.
  1. Enhancement of Validation Reports
  • Review and optimize existing validation rules.
  • Develop enhanced validation reports showing:
    • Failed validation rules
    • Severity levels
    • Missing data
    • Outliers and inconsistencies
  • Enable drill-down from summary to facility/site level.
  • Improve filtering and export functionality.
  1. Interactive Reporting Module

Develop interactive reporting capabilities that allow users to:

  • View submitted data by site/facility.
  • View data by reporting period.
  • View data by organizational hierarchy.
  • Drill down from national level to facility level.
  • Filter results dynamically.
  • Export results to Excel, PDF, and CSV.

Interactive reports should support:

  • Service delivery indicators.
  • Programmatic indicators.
  • Data quality indicators.
  • Custom donor reporting requirements.
  1. Indicator Development and Analytics
  • Review existing indicators.
  • Develop and configure new indicators as required.
  • Improve indicator calculations and metadata documentation.
  • Configure indicator analytics for trend analysis and performance monitoring.
  • Ensure alignment with donor reporting requirements.
  1. Dashboard Development

Design and deploy interactive dashboards including:

Executive Dashboard

  • High-level program performance.
  • Key performance indicators (KPIs).
  • Geographic performance summaries.

Data Quality Dashboard

  • Reporting completeness.
  • Reporting timeliness.
  • Validation rule violations.
  • Missing data analysis.

Program Monitoring Dashboard

  • Service delivery performance.
  • Indicator trends.
  • Target versus achievement analysis.

Dashboard components should include:

  • Charts
  • Pivot tables
  • Maps
  • Scorecards
  • Trend analysis
  • Interactive filters
  1. Landing Page Development

Develop user-friendly landing pages for different user groups including:

  • National administrators
  • Regional managers
  • District officers
  • Facility users
  • Donor and program management teams

Landing pages should provide quick access to:

  • Key reports
  • Dashboards
  • Data quality monitoring tools
  • Frequently used analytics
  • System announcements
  1. System Performance Optimization
  • Improve analytics performance.
  • Optimize report generation time.
  • Improve dashboard loading speed.
  • Review database and analytics configurations.
  1. Capacity Building and Knowledge Transfer
  • Conduct administrator training.
  • Conduct end-user training.
  • Develop user manuals and technical documentation.
  • Transfer knowledge to internal DHIS2 administrators.

  1. Expected Qualifications

The consultant/firm should demonstrate:

  • At least five years of DHIS2 implementation experience.
  • Proven experience in DHIS2 customization and analytics.
  • Experience with donor-funded health information systems.
