PROGRAM SUMMARY:
Global Communities and its partners are implementing a 5-year U.S. Department of Agriculture, McGovern-Dole International Food for Education and Child Nutrition Program, Pamoja Tuwalishe, in Dodoma and Mara regions of Tanzania. Pamoja Tuwalishe will work in close collaboration with the Government of Tanzania and other institutions and stakeholders to strengthen the school feeding system, improve the overall education experience for students in program-supported schools and build technical program approach models that can be replicated to additional schools and communities. Pamoja Tuwalishe improves student literacy competency, increases students’ attendance, improves students’ attentiveness, strengthens students’ health status, and improves the student’s overall education outcomes.
JOB SUMMARY
The Procurement Officer provides oversight and management of the acquisition of goods and services for the offices and program activities. The procurement officer maintains a high level of integrity and transparency, efficient planning, organization, documentation, ensuring value for money on all procured good and services, and archiving of all procurement related activities.
PRIMARY JOB RESPONSIBILITIES
- Develop annual acquisition plans for goods and services.
- Coordinate the planning of procurement processes, complying with donor and organization policies.
- Ensure all staff are oriented and trained on the procurement processes.
- Oversee the solicitation, tendering and review of bids for goods and services.
- Facilitate the internal committees to provide technical inputs and feedback in the procurement processes.
- Ensure GC Tanzania offices perform due diligence exercise for vendors as per GC and US funded projects requirements all the time.
- Communicate with vendors to provide goods and services through preparation of purchase orders and contracts.
- Utilize the Procurement Tracker tool to track and communicate the progress with the Director of Finance and Admin and the CoP
- Maintain the complete database of preferred vendors.
- Provide technical support and advice to the program team in acquisition of program related procurements in the field offices accurately in timely manner.
- Ensure all payment requests and other documentations in relation to procurement are processes timely, ensuing all supporting documentation is accurate and complete.
- Manage the annual process to develop and maintain the preferred Vendor List.
- Ensure the Procurement Files are complete, accurate and timely updated
- Manage and resolve vendors and contractors’ grievances and claims against Global Communities, in line with organizational policies and procedures.
- Regularly review GC Tanzania local procurement manual and make necessary changes as agreed at the country office but ensure compliance with the GC policy in procurement.
- Advise the DFA and CoP on changes in procurement processes/practices as made by GC to ensure compliance all the time.
- Ensure all procurement processes adhere to the organization and donor’s regulations and procedures.

EDUCATION and/or EXPERIENCE
- University bachelor’s degree in Logistics & Procurement Management, Business Administration, or other related degree
- Minimum 4 years’ experience in procurement Management with an international NGO.
- Experience managing procurement procedures adhering to US Government regulations.
- Experience training staff on procurement processes and best practices
- Demonstrated ability to make judgments and decisions with respect to acquisition within delegated authority.
- Demonstrated ability to maintain confidentiality and handle sensitive information.
- Thorough knowledge of USG federal rules and regulations related to acquisition.
