Terms of Reference (TOR)

Good Neighbors is an international humanitarian development NGO founded in Korea in 1991. It was granted General Consultative Status by the United Nations Economic and Social Council (UN ECOSOC). The aim is to make the world a place without hunger, where people live together in harmony. In Tanzania, it was officially established in 2005 and our efforts work towards creating an environment where children’s rights are protected and sustainable development of communities through empowerment, leadership, and ownership.

Good Neighbors Tanzania Mwanza Area Office (GNTZ-MAO) launched its operation since 2009. GNTZ-MAO is implementing a three (3) years (2023-2025) phase II KOICA (Korea International Cooperation Agency) project which aims at promoting Optimal Growth and Development in Primary Schools Students through building a healthy environment on Kome Island.

Project Name “Promoting Optimal Growth and Development in School-Age Children Through Building a Healthy Environment on Kome Island, Tanzania.”

Beneficiaries: Primary school students from 13 government owned schools

Objectives

To strengthen health services and enhanced nutritional status through school meal program, Micronutrient Supplementation and Strengthen the capacity of School Management Committee Members
To prevent parasitic infections and promotion of healthy growth through construction of water facility projects, Strengthen the capacity of WASH committee members, Toilet construction and Mass Drug Administration
To raise awareness and behavioral change in local communities through Advocacy Campaigns Project Area Kome Island, Buchosa District Council, Mwanza Tanzania

Position: Operations Officer (1 Post)

Report to: Operation Assistant Manager Location: Mwanza Contract Period: 1 year (renewable during project period, contract extension is subject to funding availability, employee performance or/and mutual agreement)

Duties and Responsibilities

The Operation Officer will assume a role in planning, implementing, and supervising mass drug administrations in collaboration with the Ministry of Health and Buchosa District Council, midline and endline surveys for schools and communities, and conducting awareness campaigns for primary school students and communities. And any other duties as assigned by the supervisor.

Project Planning and Implementation

Lead the strategic planning, execution, and supervision of mass drug administrations in close collaboration with the Ministry of Health, the Korean Association of Health Promotion, and the Buchosa District Council. Ensure availability of drugs and optimal coverage through the implementation of effective strategies, closely monitoring reports from each school, and delivering comprehensive general reports.
Coordinate the midline and endline survey for primary school students across 13 schools, ensure follow-up with the same children from the baseline survey. Collaborate closely with the Korean Association of Health Promotion to ensure execution and accurate data collection, analysis, and reporting by the independent institution.
Conduct targeted awareness campaigns for government officials from the region/district, primary school students and communities, focusing on the prevention of parasitic infections, malnutrition, and anemia. Ensure the campaigns are informative and impactful.
Develop detailed activity plans, budgets, and spending summaries for all conducted activities. Maintain a high level of professionalism in all aspects of planning and execution.

Technical Support and Capacity Building

Offer technical expertise and collaborate closely with external institutions contracted to conduct midline and baseline surveys, reviewing technical reports for both surveys until they meet satisfactory standards.
Oversee the implementation of Mass Drug Administrations (MDA), providing quality refresher training to district government officials and frontline workers. Collaborate with stakeholders to ensure efficient resource management and strict adherence to regulatory requirements during MDA processes.

Facilitate capacity-building initiatives for stakeholders, and service providers engaged in health intervention activities. Foster an environment of continuous learning and skill enhancement to elevate the overall effectiveness of health interventions.

M &E, Reporting and Documentation

Provide supervision and monitoring of health interventions, ensuring adherence to guidelines outlined by the Ministry of Health and the Buchosa District Council.
Track and report on the progress of various initiatives, including mass drug administrations, midline surveys, and awareness campaigns, using regular reporting mechanisms.
Document insights, lessons learned, and success stories derived from the implementation of health interventions. This documentation aims to enhance the impact and overall effectiveness of the interventions, contributing to continuous improvement and informed decision-making.

Advocacy, Engagement, Partnership and Networking

Plan and organize community mobilization efforts, fostering discussions on health-related issues and the importance of interventions.
Coordinate with relevant stakeholders, including the Ministry of Health, Buchosa District Council, and local communities, to strengthen partnerships and ensure project alignment.
Emphasize community participation and engagement in health initiatives, promoting a sustainable and community-driven approach.

Competencies and Qualification

Bachelor’s degree in Social Science (Community Development, Development Studies, Public Health) or any other relevant disciplines
Minimum of 3 years of proven experience in planning and implementing health interventions, particularly coordinating awareness campaigns, mass drug administrations, behavioral change strategies and survey activities for school children and community health context
Familiarity with collaboration and coordination with health authorities and local councils
Experience in working with NGOs
Written and oral command of English and Swahili
Strong problem-solving skills, creativity in decision making
Strong leadership, operation and management skills
The capacity and willingness to be extremely flexible and accommodating in difficult circumstances
Competence in Ms Office applications (Ms. word, Excel, and PowerPoint)
