Who we are

D-tree is a global digital health organization dedicated to ensuring that everyone has access to high-quality primary healthcare in underserved areas. We do this by working with governments to design, build and deploy digital tools for frontline health workers that improve their ability to deliver high-quality, evidence-based care. D-tree engages with governments to develop a shared vision for the potential of digital health, demonstrates the effectiveness of digital systems to improve health outcomes, and accompanies governments to scale these digital systems nationally and institutionalize them within their broader health systems.

D-tree is among the most experienced digital health partners in Tanzania, having worked with the government and multiple NGO partners since 2008 on a wide range of digital health programs focused on improving access to care and the quality of health care service delivery. We are currently collaborating with the Tanzanian government and partners on various digitally-enabled, integrated programs to strengthen the primary health care system and improve health outcomes in Tanzania. As our portfolio continues to grow, we have an exciting opportunity to deepen and expand our work and impact.

Who you are

We are seeking a full-time motivated Monitoring, Evaluation, Research, and Learning (MERL) Lead who is willing to wear multiple hats and do what it takes to make our programs and team succeed. You will lead the design and implementation of MERL activities and support the management of data for the Mainland Tanzania portfolio. You are someone who is comfortable motivating and building the capacity of team members, government staff, and partners. You have a strong work ethic and are very proactive to think creatively about data and program quality improvements, with the ability to see the big picture as well as excellent attention to detail.

What you will do

  • The MERL Lead will be responsible for ensuring that all projects in Mainland Tanzania are planned and implemented at a high quality, within scope, schedule, and budget.
  • You will work closely with the Senior Management Team, Program Managers, and Technology Teams to develop monitoring and evaluation frameworks and related strategies and then oversee MERL activities throughout implementation of projects according to those plans.
  • You will liaise with the government, partners, and other stakeholders to keep them abreast of project progress, and support documentation and dissemination of D-tree activities internally and externally.
  • Specific responsibilities include:

Monitoring and Evaluation framework development (30%)

  • Develop Theory of Change, M&E systems/frameworks, and data collection and reporting tools to capture intended performance and outcomes for all projects in Mainland Tanzania’s portfolio
  • Develop and refine strategies to measure the effectiveness, efficiency, and quality of projects and services
  • Review and recommend global, regional, and national level health indicators that can be aligned to D-tree’s work

Implementation (50%)

  • Lead Monitoring and Evaluation to support Program quality
  • Monitor and evaluate overall country and individual project progress toward achieving results
  • Identify and document use cases, through discussion with potential data users, to support the development of content for digital tools and dashboard requirements and ensure that the right data is collected
  • Create requirement specifications for project dashboards and/or indicators based on project needs and in alignment with organizational and government strategies
  • Ensure that the indicators developed by the Technology team align with project requirements
  • Lead data analysis and quality assurance activities, including routine Data Quality Assessments to validate the accuracy and reliability of the data collected by end-users; investigate and identify the sources of any inconsistencies or errors
  • Design and Implement quality improvement strategies based on dashboard data and project learnings
  • Develop and lead trainings to build the capacity of D-tree staff, partners, and government teams to be able to analyze and utilize data to monitor user and project performance and make informed decisions
  • Contribute to the design and implementation of program assessments, surveys, research studies, and evaluations
  • Champion organizational standards related to monitoring, evaluation, research, and learning
  • Support Data management activities led by the Technology team
  • Work with the Program and Technology teams to ensure that the necessary data is being captured and collected to enable effective program monitoring and the completion of research activities
  • Understand and apply data protection policies
  • Support the Technology team to troubleshoot issues related to the data and programmatic dashboards

Learning & Dissemination (20%)

  • Together with Program Managers, generate and document project learnings and evidence based on collected data
  • Support the preparation of internal and external reports, including quarterly and annual donor progress reports, providing relevant data on progress toward goals
  • Support the documentation and dissemination of D-tree activities and findings through sharing D-tree Connect updates, preparing blog posts, technical briefs, abstracts for conferences, and other written materials
  • Represent D-tree in technical working group meetings, conferences, workshops, and/or forums
  • Coordinate cross-team learning calls within the Mainland team and between Mainland and Zanzibar teams

Qualifications

  • The following attributes are a general overview, but we will consider individuals who do not meet all of the details below if you have the right skill set and attitude.

Required

  • Minimum 5 years of work experience, with a health care, digital health, and/or health systems strengthening focus preferred
  • Master’s degree in public health, epidemiology, health informatics, statistics, data science, or related field
  • Strong understanding of the principles and techniques of monitoring and evaluation: data collection methods, survey design, statistical analysis, and the use of software to track and analyze data
  • At least 2 year-experience coordinating and implementing Monitoring and Evaluation activities, including collecting, cleaning, and validating data
  • Experience of developing and implementing M&E frameworks and processes
  • Experience working with mobile data collection tools
  • Excellent analytical, data analysis, and problem-solving skills
  • Excellent communication and interpersonal skills; proficiency in spoken and written English and Swahili
  • Ability to interpret data and present findings in a clear, concise, and meaningful manner and to develop strategies to improve program performance
  • Must be able to work independently and also within cross-functional teams
  • Good time management, with the ability to manage multiple activities and priorities simultaneously
  • Proficiency in Microsoft Word, Microsoft Excel, and PowerPoint
  • Must be a Tanzanian citizen
  • Ability and willingness to travel nationally as necessary

Preferred

Strong data analysis skills, including proficiency in at least one analysis software (such as SPSS, STATA, R, etc.)
Experience conducting human subjects research

Salary Range:

58,500,000 to 79,500,000 TZS gross annual salary inclusive of all cash compensation.

Note: Starting salaries typically fall in the lower half of the salary range; however, they are ultimately determined by the scope of the position, the candidate’s relevant experience, and internal equity.
