Job Purpose
Reporting directly to the Human Resource Director, the HR Officer will support strategic HR priorities and provide ongoing HR support across Jhpiego offices in Tanzania. The role covers recruitment, performance management, employee relations, compliance with Tanzanian labor laws, staff welfare, and administrative support.
Key Responsibilities
1. Recruitment, Onboarding & Offboarding

Lead recruitment processes in collaboration with the HR Director (requisition forms, advertising, screening, interviewing, selection, and reference checks).

Plan and oversee staff onboarding, orientation, transitions, and exit processes.

Oversee the engagement and database management for consultants and specific task agreement personnel in compliance with established policies.
2. Performance, Records & HR Systems

Monitor performance management processes and follow up with staff/managers on required periodic HR documentation (updated CVs, bio-data forms, etc.).

Maintain complete, up-to-date, and confidential employee electronic and physical records.

Support and utilize HR online platforms, including JEMS and iCIMS.
3. Employee Relations, Welfare & Administration

Administer HR policies, address staff grievances, and support the handling of disciplinary issues.

Oversee staff medical insurance, group life insurance, and benefit administration.

Support staff welfare initiatives and coordinate organizational events such as retreats and general meetings.

Assist the HR Director in providing overall HR department oversight for smooth operations, along with other assigned duties.
Qualifications & Requirements
Education & Experience
-
Education: Undergraduate Degree in Human Resources Management or Business Administration (HRM).

Experience: Minimum of 5 to 6 years of post-qualification experience in an HR management position within a reputable NGO or development agency.
Knowledge & Competencies
-
Strong working knowledge of Tanzanian labor laws.
-
Proficiency with Human Resources Information Systems (HRIS) and Microsoft Office products.
-
High level of integrity, confidentiality, and strong organizational/multitasking abilities.

Excellent written and verbal communication and interpersonal skills across diverse cultures and organizational levels.
