Position Summary

The HIV Clinical Services Officer plays a key role in supporting the delivery of high-quality, comprehensive HIV care and treatment services under the Afya Thabiti project. The role focuses on strengthening the HIV treatment cascade—from case identification, ART initiation, adherence, and retention to viral suppression—toward achieving the 95-95-95 epidemic control goals. Working in close collaboration with Council Health Management Teams (CHMTs), health facility teams, and community partners, the officer ensures integrated, client-centered, and data-driven HIV clinical services aligned with Ministry of Health (MOH) standards.

Duties & Key Responsibilities

• Clinical Services & Treatment Cascade:

  • Support the provision of comprehensive HIV/AIDS care and treatment services in accordance with national guidelines.

  • Ensure effective execution of the clinical cascade: case identification, linkage, adherence counseling, retention, and viral load suppression.

  • Integrate Advanced HIV Disease (AHD) services, CD4 testing, and screening for comorbidities (hypertension, diabetes, hepatitis, mental health) into HIV care.

• Differentiated Service Delivery (DSDM) & Capacity Building:

  • Provide technical support to healthcare providers on DSDM models, including same-day ART initiation, 3/6-month multi-month dispensing (3/6MMD), and community ART refills.

  • Build health worker capacity through technical oversight, virtual data-driven performance reviews, and dissemination of SOPs, job aids, and national guidelines.

• Retention, Case Tracking & Community Integration:

  • Collaborate with facility/community officers, Retention Officers, and peer navigators to ensure prompt linkage and enrollment of newly diagnosed PLHIV into care.

  • Strengthen community tracing mechanisms using CHWs and expert clients to re-engage clients with treatment interruption.

  • Support clinic preparation systems, reminder protocols, and client eligibility checks to enhance retention.

• Quality Improvement, Monitoring & Reporting:

  • Monitor clinical outcomes among recipients of care (RoC), including tracking viral load coverage and addressing abnormal lab results promptly. HIV Clinical Services Officer at Amref

  • Utilize Continuous Quality Improvement (CQI) indicators to track weekly, monthly, and quarterly performance across facilities and councils, developing remediation plans as required.

  • Partner with M&E teams to ensure accurate data entry into CTC2 and DHIS2 systems, using data to drive operational decisions.

  • Prepare and submit weekly, monthly, quarterly, and annual progress reports to the HIV Clinical Services Advisor.

• Stakeholder Engagement & Sustainability:

  • Engage with CHMTs, District Coordinators, and Medical Officers in Charge to strengthen referral networks and build sustainable facility systems.

  • Participate in cluster, council, and facility technical review sessions with MOH and PEPFAR stakeholders.

Qualifications and Experience Requirements

• Education:

  • Required: Doctor of Medicine (MD) from a recognized university.

  • Added Advantage: Master’s in Public Health (MPH) or an equivalent post-graduate qualifications

• Work Experience:

  • Minimum of four (4) years of hands-on experience in HIV/AIDS clinical care and treatment operations, preferably within a PEPFAR-funded program.

  • Proven track record of working collaboratively with R/CHMTs, health facility teams, and local partners to achieve target outcomes.

• Technical Skills & Competencies:

  • Deep expertise in HIV/AIDS clinical care, ART management, AHD protocols, and differentiated service delivery.

  • Proficiency in health data applications and reporting tools, specifically CTC2 and DHIS2, alongside MS Office (Word, Excel, PowerPoint).

  • Strong mentorship, analytical, data-interpretation, and report-writing skills.

  • Full fluency in written and spoken English and Swahili.
