Job Overview
Jhpiego Tanzania is seeking an experienced Finance Officer – Accounts Payable to provide daily financial and management support to the Dar es Salaam office. The position is responsible for overseeing accounts payable functions, examining financial documentation, maintaining internal control systems, facilitating vendor payments, managing statutory tax filings, and ensuring full compliance with Jhpiego policies and US Government (USG) regulations.
Key Responsibilities

Accounts Payable & Documentation: Examine vouchers, invoices, LPOs, and expense reports to ensure completeness, accuracy, and compliance with Delegation of Authority (DOA) guidelines.

QuickBooks & Tracker Management: Enter daily bills into QuickBooks using correct account codes, project allocations, and exchange rates; maintain the Invoice Payment Tracker, VAT Tracker, and Income Tax Withholding Tracker.

Tax & Statutory Compliance: Reconcile Vendor Tax and Income Tax Withholding accounts monthly to maintain zero balances; manage timely filing and processing of PAYE and non-PAYE returns to avoid penalties.

Financial Controls & Reconciliations: Perform regular surprise petty cash counts, conduct bank reconciliations, and review aging reports for staff advances and vendor payables to prevent outstanding balances exceeding 30 days. Finance Officer – Accounts Payable Job Opportunity at Jhpiego

Audits & Risk Mitigation: Participate in Internal Control Reviews (ICR), internal/external audits, and weekly Open Purchase Order meetings; report internal control weaknesses to the Senior Finance and Operations Manager with proposed risk mitigation solutions.

Capacity Building & Advisory: Provide ongoing training and guidance on Accounts Payable procedures to Jhpiego Tanzania staff.
Qualifications & Requirements

Education: Bachelor’s Degree in Accounting or Finance.

Professional Certification: CPA / ACCA finalist or equivalent qualification.

Experience: 5 to 6 years of relevant financial and accounting experience (supervisory experience highly preferred).

Technical Knowledge: In-depth understanding of Tanzanian income tax regulations, statutory filing requirements, USG rules and regulations, and accounting software (QuickBooks).

Software Skills: Advanced proficiency in MS Office (Excel, Word, PowerPoint).

Languages: Excellent written and verbal communication skills in English; fluency in Kiswahili required.
