INTRODUCTION

Chama cha Uzazi na Malezi Bora Tanzania (UMATI) is an autonomous, non-political, non-profit national organization dedicated to advancing Sexual and Reproductive Health (SRH) in Tanzania. Established in 1959, UMATI has played a leading role in providing quality SRHR information, education, advocacy, and services, particularly for adolescents, young people, women, and underserved populations.

As a Member Association of the International Planned Parenthood Federation (IPPF) since 1973, UMATI has been part of a global movement committed to ensuring universal access to SRH information and services, including gender-based violence prevention and response. ABOUT THE JUSTICE FOR SURVIVOR PROJECT

The Amplifying the Voices Against Violence: Enhancing Access to Justice for Survivors (J4S) Project is implemented by UMATI through Tanzania GBV Prevention Network together with other seven grassroot organizations to address the high prevalence of Gender-Based Violence (GBV) in Geita, Shinyanga, Mwanza, Simiyu, Arusha, and Dar es Salaam. The project recognizes that GBV is rooted in unequal power relations, patriarchal norms, and systemic discrimination, and therefore adopts a feminist and survivor-centered approach to promote justice, protection, and empowerment for survivors.

The project aims to strengthen the coordination and effectiveness of the GBV network in amplifying the voices of grassroots feminist organizations and driving collective action to reduce GBV and improve access to justice by 2028. Key interventions include building the capacity of local feminist civil society organizations and female feminist lawyers to provide pro bono legal aid, promoting networking and shared learning among feminist movements, strengthening advocacy for improved GBV laws and policies, and enhancing the responsiveness of justice institutions and legal service providers.

The primary beneficiaries of the project are survivors of GBV with focus on women and girls, young people, and women and girls with disabilities, particularly those affected by GBV. To achieve sustainable impact, the project engages a wide range of stakeholders, including government ministries, police gender desks, social welfare units, youth officers, female feminist lawyers, feminist CSOs, GBV network members, traditional and religious leaders, and youth groups. Through these partnerships, the project seeks to create a more accessible, inclusive, and survivor-centered justice system in Tanzania.

ABOUT THE CONSULTANCY

UMATI seeks to engage a qualified consultant to conduct a rapid evidence-generated assignment on the current GBV situation in Tanzania, with focus on the six J4S project regions.

Specifically, the consultant will undertake a desk review of existing data, including project reports, national surveys, government publications, legal and policy documents, and partner database, to generate findings. These findings will inform collective advocacy for the enactment of a comprehensive GBV Act and the strengthening of survivor protection frameworks and policies.

OBJECTIVES OF THE CONSULTANCY

The consultant will:

  1. Assess the prevalence, patterns, drivers, and impacts of gender-based violence (GBV), as well as the availability, accessibility, and effectiveness of survivor-centred prevention, protection, and response mechanisms in the project regions.

 

  1. Generate credible, evidence-based findings and actionable recommendations that will inform advocacy for strengthening survivor protection frameworks, and support evidence-based policy and programmatic interventions for GBV prevention and response.

SCOPE OF WORK

The consultant will assess the current status of survivor-centred approaches to gender-based violence (GBV) prevention and response and generate high-quality, evidence-based data to inform advocacy for the enactment of a comprehensive GBV Act in Tanzania. The consultancy will identify gaps in survivor protection, access to justice, and support services, and provide recommendations to strengthen GBV policies and response systems.

The study will cover GBV related information/findings from six project regions of Dar es Salaam, Arusha, Shinyanga, Simiyu, Geita, and Mwanza.

  1. Purpose of the Consultancy

The purpose of this consultancy is to generate credible, evidence-based data on the status of gender-based violence (GBV) and survivor-centred response mechanisms in the project regions to inform advocacy for the enactment of a comprehensive GBV Act in Tanzania. The findings will support evidence-based policy engagement, strengthen survivor protection frameworks, and guide interventions aimed at improving GBV prevention and response. The purpose of this consultancy is to:

  • Synthesize and analyze existing quantitative and qualitative data on GBV Prevalence, patterns, drivers and impacts in the project regions.
  • Assess the availability, accessibility and effectiveness of survivor-centered prevention, protection and response mechanisms based on available evidence.

The study must generate credible, reliable, evidence-based findings and actionable recommendations and disaggregated evidence to:

  1. Support evidence-based policy engagement and Inform SMART advocacy for the enactment of a comprehensive GBV Act and the strengthening of survivor protection frameworks;
  2. Provide baseline data for monitoring project indicators related to access to justice, GBV reporting rates, and community attitudes and norms;
  3. Document survivors’ experiences to challenge stigma, strengthen evidence-based advocacy, and inform policy briefs.

This assignment will be conducted over 15 days from 20th August -04th September and will primarily use desk review methods complemented by virtual consultations with selected sample of stakeholders and survivors.

  1. Specific Tasks of the Consultant

The Consultant shall undertake the following tasks:

Phase 1: Inception and study design (3 days)

  • Develop and submit an inception report outlining the detailed methodology, sampling framework covering all six regions, ethical protocols, risk mitigation measures, and a work plan.
  • Design data collection tools for quantitative and qualitative surveys, key informant interviews (KIIs), targeting direct beneficiaries and the stakeholders listed above.
  • Map existing GBV data sources, available services, and referral pathways across the project regions.

Phase 2: Field Research and Data Collection (2 Weeks)

  • Conduct a comprehensive desk review of relevant literature, including national laws and policies, Tanzania Demographic and Health Survey (TDHS), National Bureau of Statistics (NBS) publications, Legal and Human Rights Centre (LHRC) reports, Justice for Survivors (J4S) project documents, and other relevant studies.
  • Review and consolidate National GBV data and specific data for Geita, Shinyanga, Mwanza, Simiyu, Arusha, and Dar es Salaam regions in collaboration with J4S implementing Partners.
  • Assess and document:
    • The prevalence and forms of GBV at National and within the project regions.
    • Barriers to reporting GBV and accessing justice.
    • Availability, accessibility, quality, and coordination of legal, medical, psychosocial, and protection services.
    • Community knowledge, attitudes, social norms, and practices related to GBV.
    • Functionality and effectiveness of existing referral pathways and survivor support mechanisms.
    • Gaps in policy implementation and institutional responses to GBV.

Phase 3: Data Analysis, Validation, and Reporting (1 Weeks)

  • Clean, manage, and analyze quantitative and qualitative data using appropriate analytical methods.
  • Produce a comprehensive draft study report presenting key findings, disaggregated data, analysis, conclusions, and actionable recommendations.
  • Prepare a concise policy brief highlighting strategic evidence and recommendations for advocacy and policy engagement.
  • Develop a PowerPoint presentation summarizing the study methodology, key findings, conclusions, and recommendations.
  • Facilitate a one-day validation workshop with UMATI, government institutions, GBV Network members, civil society organizations, justice actors, and survivor representatives to validate the findings.
  • Incorporate stakeholder feedback into the final report.

Duration: 20 days from contract signing. All deliverables must align with project M&E indicators.

  1. Required Qualifications & Experience
  • Master’s degree or Post Graduate in Legal Practices, Gender, Public Health, Law, Sociology, or related field.
  • Minimum 5 years leading GBV research in Tanzania with published work.
  • Proven experience with survivor-centered, ethical research including high risk groups such as persons with disabilities, child-headed households, orphaned children, etc.
  • Strong skills in mixed-methods, data analysis software, and policy brief writing.
  • Demonstrated knowledge of Tanzania GBV laws, Maputo Protocol, and justice sector actors.
  • Fluency in English and Kiswahili. Knowledge of local languages in project regions is an asset
  1. Ethics, Safeguarding & Data Protection
