Job Overview

Amani Centre for Street Children (“Amani”) is seeking a qualified, compassionate, and experienced Children Home Manager to lead the day-to-day operations, staff, and statutory compliance of one of its licensed residential children’s centres in Moshi, Kilimanjaro. Reporting to the Program Manager, the post-holder will manage a 24-hour care facility, supervising caregivers, nurses, cooks, gardeners, maintenance, and security personnel to provide safe, structured, and individualized care to vulnerable children.

Key Roles & Responsibilities
  • Centre Leadership & Daily Operations: Oversee daily operations to ensure a safe, clean, nurturing, and structured residential environment for all children.

  • Statutory Compliance & Licensing: Maintain full operational compliance with the Law of the Child Act, 2009 and Children’s Homes (Regulation) Act; ensure valid operating licenses are maintained and renewed with the Commissioner for Social Welfare (including submitting the mandatory annual return by March 31).

  • Child Safeguarding & Case Management: Enforce Amani’s Child Safeguarding Policy; oversee health, hygiene, formal education, life-skills, medical care, and family tracing/reunification processes.

  • Staff Supervision & 24/7 Rostering: Supervise, mentor, and roster house parents, caregivers, and support staff, ensuring at least one senior staff member is on duty at all times in accordance with statutory requirements.

  • Emergency Response & Stakeholder Relations: Act as primary contact for medical emergencies, child absconding, and safeguarding incidents; represent the centre with social welfare offices, police, health facilities, schools, and local leaders.

  • Budget, Records & Reporting: Manage centre budgets, inventory, and confidential child records; produce monthly, quarterly, and annual statistical and narrative reports.

Requirements & Qualifications

1. Education & Experience

  • Degree: Bachelor’s Degree in Social Work, Community Development, Psychology, Sociology, Child Development, Education, or a related field (postgraduate qualification is an added advantage).

  • Work Experience: Minimum of 5 years of progressive experience working with vulnerable children, including at least 2–3 years in a supervisory or managerial role within a residential childcare institution, NGO, or child protection programme.

2. Statutory Vetting, Residency & Health Clearances

  • Child Safeguarding & Vetting: Mandatory Police Clearance Certificate (Hati ya Polisi ya Tabia Njema) confirming no criminal record, plus willingness to undergo background checks due to unsupervised access to children.

  • Medical Clearance: Certified medical certificate confirming fitness and freedom from communicable diseases for residential childcare settings (Children’s Homes Regulation Act).

  • Residence & Availability: Willingness to reside on-site or in close proximity to the centre in Moshi and work flexible hours (evenings, weekends, holidays) on an on-call basis.

  • Citizenship & Laws: Tanzanian Citizenship (or valid work/residence permit) with sound knowledge of the Law of the Child Act (2009), Children’s Homes (Regulation) Act, Employment and Labour Relations Act, and OSHA guidelines.

  • Languages & Extras: Fluency in Swahili and English; valid driving license and membership in a professional social work body are added advantages.
