REQUEST FOR QUOTATION (RFQ) FOR THE ESTABLISHMENT AND OPERATIONALIZATION OF TWO SCHOOL DEMONSTRATION FARMS IN ARUSHA CITY

Background and Introduction

Project Overview and Rationale

SchoolFood4Cities: Nutrition for Our Urban Future is a research and action initiative funded by the International Development Research Centre (IDRC) and implemented by Rikolto in partnership with ICLEI Africa. The project seeks to strengthen urban school food systems through improved governance, nutrition-sensitive school feeding, farmer-school procurement linkages, and increased community participation in food system transformation. 

The Arusha City pilot is implemented within the framework of a Home-Grown School Feeding Programme (HGSFP) and aims to promote sustainable food systems, improve nutrition outcomes, and strengthen linkages between schools and local farmers. 

Purpose of the Quotation

Rikolto Tanzania invites qualified and experienced service providers to submit quotations for the establishment and operationalization of two school demonstration farms under the SchoolFood4Cities Project. 

The assignment will be implemented at:

• Moshono Primary School, Arusha City
• Lemara Primary School, Arusha City 

The assignment aims to establish functional demonstration farms that serve as practical learning sites for sustainable agriculture, nutrition education, environmental stewardship, and strengthened farmer-school procurement linkages. 

1. Scope of Services

The selected service provider shall:

1. Site Assessment and Farm Establishment

• Conduct site assessments at Moshono and Lemara Primary Schools.
• Prepare land for demonstration plots.
• Design and establish demonstration farms using agroecological and regenerative agriculture practices.
• Ensure all installations are functional and suitable for practical learning. 

2. Installation of Irrigation Infrastructure to 2,000 meters squares (1,000 meters each school)

Detailed Technical Specifications for Each Item

3. Training and Capacity Building

Provide practical training on:

• Operation and maintenance of irrigation systems.
• Water management and conservation.
• Composting and soil fertility management.
• Crop diversification and intercropping.
• Organic pest and disease management.
• Demonstration farm management and record keeping. 

Training participants shall include:

• Students.
• Teachers.
• School Food Committee members.
• Selected community farmers. 

4. Farmer Field Days

Organize:

• Two Farmer Field Days at Moshono Primary School.
• Two Farmer Field Days at Lemara Primary School. 

The events shall:

• Demonstrate good agricultural practices.
• Promote farmer-school procurement linkages.
• Raise awareness on food safety and quality standards.
• Encourage participation of women and youth farmers. 

5. Technical Support

Provide follow-up visits and technical support to schools and School Food Committees to ensure sustainability and effective farm management. 

Technical Requirements

The proposal should clearly demonstrate:

• A proposed approach for establishing and managing demonstration farms.
• Technical specifications of the proposed irrigation infrastructure.
• An implementation work plan and timeline.
• A training and capacity-building approach.
• A sustainability plan for farm management after project completion. 

Key Personnel

The proposed team should include:

• An Agronomist/Agricultural Specialist.
• An Irrigation Technician or Engineer.
• A Field Trainer/Extension Officer with experience in agricultural capacity building. 

Expected Deliverables

The successful service provider shall deliver:

• Two operational demonstration farms established at Moshono and Lemara Primary Schools.
• Functional irrigation systems, water tanks, pipes, valves, and related infrastructure installed and operational.
• Training conducted for students, teachers, School Food Committee members, and farmers.
• Four Farmer Field Days completed (two per school).
• Operation and maintenance guide provided.
• Farm management and maintenance plans developed for both schools.
• Final report including: 
  • Installation report.
  • Training reports.
  • Attendance sheets.
  • Photographs.
  • Farmer Field Day reports.
  • Lessons learned and recommendations. 

General Requirements

The quotation documentation must be submitted in English.

The service provider must provide:

• Technical Proposal.
• Financial Proposal in TZS.
• Company profile.
• Evidence of at least three (3) years’ experience in similar assignments.
• At least three references for similar projects completed within the last five years.
• Valid Business License.
• Valid Tax Compliance Certificate.
• TIN Certificate.
• VAT Registration Certificate (where applicable).
• Bank account details. 

Submission Instructions

Interested and qualified service providers shall submit a complete quotation package comprising the following three (3) separate PDF files:

• Technical Proposal – including the proposed approach and methodology, implementation work plan and timeline, technical specifications of the proposed irrigation system, training approach, sustainability plan, and other relevant technical information.
• Financial Proposal – submitted in TZS, with a detailed and itemized breakdown of all costs related to the assignment.
• Supporting Documents – including the company profile and all required administrative and supporting documents specified in this RFQ.

Submission Method

• The three (3) PDF files shall be submitted by email only to:

• The bidder may, at its discretion, password-protect the Financial Proposal to ensure the confidentiality of its financial offer.
• Where the Financial Proposal is password-protected, Rikolto will request the password from the bidder after the submission deadline. The bidder shall provide the password promptly upon request to allow the Financial Proposal to be opened and evaluated.
• The email subject line should clearly indicate the RFQ reference number and the title of the assignment.
• All three (3) files must be submitted before the stated submission deadline. Late submissions will not be considered.

Submission Deadline

15 September 2026 at 5 pm Tanzania time

The assignment is expected to commence immediately after contract signing and shall be completed within 90 calendar days from the date of contract a

Evaluation of Quotations

Quotations will be evaluated based on:

• Compliance with administrative requirements.
• Understanding the assignment.
• Relevant experience and technical capacity.
• Qualifications of proposed personnel.
• Technical approach and methodology.
• Financial competitiveness and value for money. 

Selection Criteria

• Compliance with administrative and technical requirements.
• Proven experience in irrigation installation and demonstration farm establishment.
• Quality of technical proposals.
• Competitive and realistic pricing.
• Ability to complete the assignment within the required timeframe. 

Disqualification Criteria

A submission may be disqualified on any of the following grounds:

• Submission of more than three (3) PDF files;
• Non-compliance with the specified submission format;
• Non-compliance with the mandatory technical requirements;
• Submission of false, misleading, or materially inaccurate information;
• Evidence of corruption, fraud, collusion, or other unethical practices;
• Late submission.

Administrative Documents:

Where any required administrative document is missing from the submission, Rikolto may request the bidder to provide the missing document(s) before the conclusion and award of the contract. The bidder must provide the requested document(s) within the timeframe specified by Rikolto.

Failure to provide the required administrative documents, or inability to demonstrate compliance with the applicable legal and administrative requirements, may result in the non-award of the contract to the bidder.

Award of Contract

The contract will be awarded to the compliant service provider offering the best value for money and demonstrating the capacity to successfully implement the assignment. 

Ethics and Conditions

Corruption and fraudulent practices, including collusion, misrepresentation, and price manipulation, are strictly prohibited and will result in disqualification. 

Request for Information

Service providers interested in visiting the sites to assess the assignment at Moshono Primary School and Lemara Primary School, both located in Arusha City, shall contact Meshack Mbisse at 0788 289 334 in advance to arrange the site visit.

• The site visits will take place on 8 September 2026, according to the following schedule:
• Moshono Primary School: 1:00 p.m. – 2:00 p.m.
• Lemara Primary School: 3:00 p.m. – 4:00 p.m.

Service providers are responsible for their own transportation and other costs related to the site visit. Rikolto will facilitate access to the sites and make relevant staff available to accompany the visits.

Requests for any additional clarification regarding this RFQ must be submitted no later than 10 September 2026 by email to [email protected]g.
