WHO WE ARE
The East African Crude Oil Pipeline (EACOP) project is a midstream development located across Uganda and Tanzania that includes a nearshore Marine Storage and Export Terminal (MST). Once completed, the EACOP Company will operate the East African Crude Oil Pipeline, a 1,443 km long, electrically heated crude oil export pipeline that transports oil from Kabaale – Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to international markets.
JOB DIMENSIONS / GENERAL JOB DESCRIPTION
Responsibilities:
Support the EACOP Security Manager by ensuring security plans for all site locations within Lot 2/3 are in place and fit for purpose.
Ensure effective monitoring of all contractors’ security infrastructure, plans, policies, and procedures are implemented across all site locations in Lot 2/3 to required standards/KPIs.
DUTIES & RESPONSIBILITIES
In accordance with policies and procedures in place at EACOP, the Security Advisors are responsible for:
Assisting the Lot 2&3 Construction Security Lead in conducting risk assessments.
Conducting meetings and audits of EACOP contractors’ security vulnerability assessments, audits of sites, routes, airports, and accommodation in accordance with EACOP standards.
Conducting regular audits of subcontractors to ensure they are appropriate and fit for purpose.
Assisting with the review of EACOP contractors’ and subcontractors’ security plans and KPIs.
Regularly observing contractors’ security providers’ performance at AGI and PPL sites within Lot 2/3.
Working at different sites in multiple cities as required, and as instructed by the Lot 2&3 Construction Security Lead or the EACOP Security Manager.
Ensuring that all project sites are covered by robust Level 1 Subcontractors’ security plans, and ensuring that Focal Point Plans are maintained.
Assisting the Lot 2&3 Construction Security Lead and/or the EACOP Security Manager in responding to security incidents or events.
Ensuring the in-country POB is kept up to date with all locations and contact details, and where applicable, supporting contractors in the implementation of security plans, policies, and procedures.
Monitoring all media sources 24/7 for any security-related incidents in Uganda and maintaining an incident database.
Interfacing with EACOP Site Representatives and attending all pre-construction and construction meetings, addressing any security concerns that may be raised.
Identifying potential risks that may adversely affect the project and ensuring they are captured on the security risk register.
Advising senior project management on any security-related concerns in the absence of the Lot 2&3 Construction Security Lead and coordinating any Security events that occur.
Conducting regular training and exercises, or coordinating with others to conduct training as needed.
Working within a multi-cultural business framework and providing ethical and compliant support.
Assisting with inductions for all new arrivals in-country. Promoting and educating all new arrivals on the Security System.
Mentoring exemplary behavior regarding HSE, Ethics, and EACOP “Code of Conduct.”
Addressing any security concerns raised by the EACOP management team.

QUALIFICATIONS / EXPERIENCE REQUIRED
Academic Qualifications:
Bachelor’s degree or above in related security, risk management, or related field.
Experience Required:
Minimum of 5 years’ experience in security and/or emergency management.
Previous experience in a similar role and/or industry (project-specific).
Direct/Indirect hires:
Strong verbal and written communication skills (including analysis, interpretation, & reasoning).
Excellent teamwork skills with the ability to work with various sub-teams to resolve issues and reach decisions in the best interests of the integrated project team.
Ability to multi-task and prioritize.
Ability to act independently without instruction in high-pressure situations.
Proficient in using MS Office (Word, Excel, Outlook) to a high standard.
