Environmental Manager/ Lead Job Description
The Contractor Environmental Manager (EM)/ lead is responsible for developing and implementing the Environmental management system to deliver environmental performance minimum requirements and Project commitments. All aspects of the environment management system consistent with externally financed Project requirements is expected, including the development of a competent team to ensure routine and effective Environmental performance monitoring. The Environmental Manager/ lead shall be supported by a team of Environmental engineers responsible for field implementation.
EM must be experienced in Environmental risk assessment and impact identification and management. EM must be well versed with preparation environmental discipline documents such as Environmental management plan, waste management plan, Noise management plan, Soil management plan, biodiversity management plan, Pollution prevention plan and reinstatement plan. The EM shall also be responsible for identifying, and managing cross cutting risks and issues including aspects & impacts on Communities and environment arising from Project activities.
The EM shall be responsible for an office and site-Environmental team to manage all aspects of performance during scope planning and delivery. EM must be a subject matter expert leading the team of technically proficient resources that recognise and develop informed response to the Environmental risks and impacts for each work scope and location.
The EM shall be responsible for ensuring the Environmental management resources interface with relevant discipline leads and field teams where environmental risk and impact management is integrated.
Responsibilities:
- Plan, develop and maintain an Environmental management system to minimize the impact of organization’s work activities on the environment.
- Develop and implement environmental strategies and action plans to ensure sustainable development
- Understand, develop and manage implementation of an Environmental management systems complying with requirements of IFC & IOGP along with national and local rules and regulations:
- Be able to monitor and report on time the Contractor Environmental performance.
- Responsible for timely and effective closure of all Environmental non-conformances and relevant community/ stakeholders’ grievances arising from project activities.
- Recruit and build capacity of technically competent Environmental team to develop, implement and self-assure Contractor Implementation Plans and Procedures.
- Interface with EACOP Project H3SE team and Project Construction team on Environmental performance matters.
- Participate in meetings with local authorities to explain Environmental performance, risk and impact management and respond to questions regarding performance and Environmental management.
- Attend routine / weekly meetings with Project Leadership and others as required to support Environmental Performance.
- Develop and implement the tools and procedures required to monitor and report Environmental performance.
- Develop the database to document and consolidate Environmental performance reporting prepares Environmental monthly reporting and all supporting information.
- Provide Environmental management expertise during cross cutting / project meetings, workshops, site visits and events.
- Participate in incident investigation and reporting as required (RCA etc).
- Implement Management of Change process in the event design or impacts changes or major legislative changes require new or additional mitigation.
- Continually update Environmental Management Plans and Procedures required to address all minimum requirements set forth in the relevant EACOP Contractor Control Plans or their updated versions.
- Responsible for completion of all environmental elements identified for mobilisation readiness prior to start of construction activities
- Be able to Lead ongoing training, capacity-building, opportunities to expand skill-sets and competencies to enhance performance within the team.
Qualifications/Experience required
- Bachelor’s / Master’s degree in environmental domain.
- A minimum of 10-15 years professional experience including 08 years in Environmental performance and compliance assurance preferable within the extractives or construction industry.
- Professional experience leading the interface with and undertaking field oversight of construction contractors and field teams according to Environmental performance requirements.
- Practical understanding and experience of construction related activities creating detrimental effects on surroundings including flora & Fauna and the communities.
- Proven ability to mentor, coach and supervise/manage large teams required.
- Development/ Management and reporting experience of environmental management system as per IFC, IOGP and investor financed Projects compliant with the International standards.
- Performance Standardson Environmental & social performance and reporting requirements, required.
- Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, and industry partners.
- Proven ability to multi task, work independently, manage significant workload and competing demands whilst meeting deadlines.
- Negotiation and conflict management skills.
- Excellent computer; report writing and analytical skills.
- Fluency in English (written and spoken) required. Fluency in Swahili, and Chinese (an advantage).
