Terms of Reference (ToR) Primary School Flood Awareness Campaigns – Dar es Salaam. 

Ramani Zetu, Sauti Zetu Project 

  1. Background 

OpenMap Development Tanzania (OMDTZ) is implementing the Ramani Zetu, Sauti Zetu: Integrating Local Knowledge, Technology, and Citizen Science for Flood Resilience project, funded by the Zayed Sustainability Prize (ZSP) under the Climate Action category. The project is implemented from 2025 to 2027 in the Dar es Salaam, Pwani, and Morogoro regions, targeting flood-prone and highly vulnerable urban and peri-urban communities. 

The project builds on the legacy of the Ramani Huria initiative and aims to strengthen community flood resilience through citizen science, geospatial technologies, early warning systems, community disaster preparedness plans, awareness campaigns, and strengthened collaboration with government and humanitarian actors. 

To ensure effective implementation, quality delivery, and measurable outcomes of the project, OpenMap Development Tanzania (OMDTZ) seeks to engage a qualified organisation to design and implement Primary School Flood Awareness Campaigns in selected wards of Dar es Salaam. The assignment will focus on delivering child-centred flood preparedness education, strengthening early warning understanding, and linking school-based awareness with community clean-up and early action activities, in alignment with project principles of impact, inclusivity, innovation, and scalability. 

  1. Purpose of the Assignment 

These activities are designed to strengthen pupils’ understanding of flood preparedness and early action while building a generation that is aware, responsible, and ready to respond to disasters within their communities

  1. Objectives of the Consultancy 

The specific objectives are to: 

  • Strengthen primary school pupils’ knowledge of flood preparedness, early warning systems, and safety measures. 
  • Build practical skills for safe response during floods, including evacuation, first aid, hygiene, and environmental protection. 
  • Promote community-wide awareness by enabling students to act as knowledge multipliers to households. 
  • Integrate awareness campaigns with hands-on community actions, such as clean-up events, to reinforce learning. 
  • Ensure inclusivity and safety in learning interventions, with equal participation for boys and girls. 
  1. Scope of Work 

The campaigns will be implemented in selected government primary schools (Standards 4–7) within wards targeted for community clean-up events (10 wards in Dar es Salaam). Key activities include: 

Interactive Learning Sessions 

  • Participatory discussions on flood preparedness. 
  • Storytelling about flood scenarios and experiences. 
  • Practical demonstrations: 

○ Evacuation drills 

○ Safety exercises 

○ First aid basics 

○ Hygiene practices during and after floods 

○ Interpretation of colour-coded Early Warning Poles (Green–Yellow–Red) and siren signals. 

Visual Learning through Murals 

  • Painting of school walls with flood preparedness murals with different themes from different schools 
  • Each mural will highlight school-specific local risks, covering: 

○ Early warning systems 

○ Evacuation safety routes 

○ Flood-prone areas 

○ Drainage maintenance and environmental hygiene

○ Evacuation procedure 

○ Safe and unsafe locations 

  • Murals serve as permanent visual learning tools. 
  1. Campaign Frequency and Duration 
  • Sessions are to be conducted at two schools per week (Monday–Friday) during school days.
  • Two schools per week, each session lasting 2–4 hours. 
  • Community clean-up events are to follow on Saturday; pupils will be invited to participate in clean-up events organised in the same ward. 
  • Each session will engage 400–600 pupils from the same school. 
  1. Safety & Inclusivity 
  • Ensure equal participation among boys and girls. 
  • Maintain proper supervision during all activities. 
  • Align activities with school schedules to avoid disruption. 
  • Provide educational materials (posters, take-home checklists) for students to share with families. 

Roles and Responsibilities

  • Design curriculum, coordinate school visits, facilitate sessions,
  • Permission from the Education authorities to conduct a session in schools
  • Selected school mural themes, designs, and supervised mural activities (advantage: someone who has mural painting artists).
  • Provide sessions on flood preparedness risk management (if other stakeholders need to be invited for the session, OMDTZ will invite them).
  • Support facilitation, supervise students, and reinforce lessons.
  • Mobilise schools and pupils, provide local oversight
  • Participate actively, share knowledge with teachers,
  • Provide technical support to ensure alignment with project objectives
  • Work closely with the cleanup event team to facilitate students’ attendance at the cleanup events on Saturday
  • Documentation of all events happening in the selected wards

Deliverables

  • Conducted awareness sessions in all targeted primary schools (Standards 4–7).
  •  Participatory flood preparedness demonstrations were completed in each school.
  • Painted murals in each participating school. Note that the theme might be different.
  • Pupils participate in community clean-up events completed in all targeted wards.
  • Final reports documenting activities, challenges, and lessons learned.
  • Documenting video

Reporting and Documentation 

  • Daily session reports submitted by facilitators. 
  • Weekly summary report covering: 

○ Number of pupils reached 

○ Activities conducted 

○ Observed knowledge uptake 

○ Lessons learned and recommendations. 

  • Photographic evidence of murals and community clean-up activities. 
  1. Assignment Duration 

The consultancy will require approximately 2 months, including desk review and fieldwork in Dar es Salaam. 

  1. Required Qualifications and Experience (Local NGO) 

The consulting local NGO will implement the Primary School Awareness Campaigns, which shall meet the following minimum qualifications and competencies: 

  • At least 3 years of proven experience in: 

○ Community awareness and behaviour change campaigns 

○ School-based education or child-centred learning programs 

○ Disaster Risk Reduction (DRR), climate change adaptation, or environmental education projects 

○ Have permission to operate in a government school 

  • Demonstrated experience working with: 

○ Primary school students (Standards 4–7) 

○ Government schools and local education authorities 

○ Community-based or NGO-led programs 

  • Proven ability to communicate effectively with children, teachers, parents, and community leaders. 
  • Strong facilitation, presentation, and interpersonal skills.
