Terms of Reference (ToR) for Individual Consultancy Services for the Installation of Community-Based Early Warning System (CBEWS) under the Ramani Zetu, Sauti Zetu Project in Dar es Salaam
Introduction
OpenMap Development Tanzania is currently implementing the Ramani Zetu, Sauti Zetu project, an initiative aimed at strengthening flood resilience through community-driven data collection, participatory mapping, and inclusive planning processes. Recognizing the increasing risks posed by flooding in vulnerable communities, the project places local knowledge and engagement at the centre of disaster preparedness and response.
As part of this effort, the project focuses on the design, development, and installation of a cost-effective Early Warning System (EWS) tailored to local environmental conditions and community practices identified during mapping and planning phases. This initiative seeks to bridge critical gaps in timely flood information and response by ensuring that communities can anticipate, prepare for, and act swiftly in the face of flood risks.
By combining low-cost technology with strong community participation, the Early Warning System aims to enhance local preparedness, reduce vulnerability, and support timely early action. Ultimately, the project contributes to building more resilient communities that are better equipped to respond to and recover from flood events.
The consultancy is required to support the installation and commissioning of the Community-Based Early Warning Systems in selected flood-prone wards and to ensure that all components are safely installed, functional and capable of being maintained by local authorities.
Objective of the Consultancy
To provide technical services for the installation, configuration, testing and commissioning of Community- Based early Warning Systems in five flood-prone wards of Dar es Salaam under the Ramani Zetu, Sauti Zetu Project.
Specific Objectives
- Support installation activities in a manner that promotes local understanding of the operation and basic maintenance of the Early Warning System
- Ensure all EWS components are installed according to agreed technical specifications and safety standards.
Scope
The consultancy shall cover installation and configuration activities in five wards: three wards in Ubungo Municipality (Makurumla, Ubungo, and Mabibo) and one ward in Temeke Municipality (Keko) and one in Dar es Salaam City Council (Tabata).
The Consultant shall be responsible for arranging his/her own transportation and field logistics required to undertake installation activities across all designated sites, unless otherwise agreed by OMDTZ.
Key Tasks and Responsibilities
Site Assessment
- Conduct rapid technical assessments of the identified installation sites to confirm suitability, safety requirements, and installation needs.
Installation of Siren Installation
OMDTZ shall provide the required Early Warning System equipment and materials,
including sirens, amplifiers, microphones, solar system components, wiring, and
associated accessories. The Consultant shall be responsible for installation tools, labour, and technical expertise necessary to complete the assignment unless otherwise agreed.
- Inspect all equipment provided by OMDTZ before installation
- Install horn speakers, amplifiers, microphones, wiring, protective covers, and associated accessories at designated locations
- Ensure all electrical connections comply with safety standards;
- Configure the siren system and recorded messages;
- Conduct functional testing and commissioning.
Solar Power Installation
- Install and configure the solar backup power systems, including solar panels, batteries, charge controllers, and inverters;
- Ensure adequate sizing and positioning of solar panels;
- Test charging and backup functionality;
- Provide recommendations for improving system reliability where necessary.
Orientation and Handover
- Provide basic orientation to ward representatives on operation of the system;
- Demonstrate activation procedures and routine checks;
- Support formal handover of the installed systems.
Deliverables
The consultant shall deliver the following:
- Installed and operational EWS siren systems in all five wards;
- Functional solar backup systems supporting the siren installations;
- Site installation records, including photographs before, during, and after installation;
- Testing and commissioning reports for each installation site;
- Brief orientation sessions conducted with designated ward representatives;
- A brief final completion report summarizing:
- Activities undertaken;
- Technical challenges encountered;
- Lessons learned and Recommendations for future improvements.
Duration of the Assignment
The assignment shall be undertaken over a period of fourteen (14) calendar days during July 2026, according to a schedule agreed between OMDTZ and the Consultant.
Reporting
The Consultant shall submit progress updates as requested by the Project Manager and immediately report any issues that may affect implementation timelines.
Required Qualifications and Experience of the individual Consultant
The consultant should possess the following:
- Minimum Technician Certificate or Diploma in Electrical Engineering, Electronics Engineering, Telecommunications, Sound Engineering, or related fields;
- At least three (3) years of demonstrated experience in installation of public address systems, alarm systems, solar power systems, or similar infrastructure;
- Experience working in community settings is an added advantage;
- Ability to troubleshoot electrical and electronic systems;
- Good communication and interpersonal skills.
