TERMS OF REFERENCE (TOR)
CONSTRUCTION OF TWO SOLAR DRYERS (8M X 30M) WITH DRYING RACKS FOR SARDINE PROCESSORS AND SEAWEED FARMERS IN TANGA CITY
Background
Coastal communities in Tanga Region rely significantly on sardine processing and seaweed farming for income generation and food security. Traditional open-air drying exposes products to contamination, weather-related losses, and reduced quality, limiting their competitiveness in local and regional markets.
To address these challenges, Rikolto, in collaboration with partners, intends to construct two (2) climate-resilient solar dryers (each 8m x 30m) equipped with 20 drying racks to improve product hygiene, reduce post-harvest losses, and enhance income for sardine processors and seaweed farmers in Tanga City.
Objective of the Assignment
The objective of this assignment is to engage a qualified consultant/service provider to design, construct, and commission two (2) solar dryers (8m x 30m) with 20 drying racks suitable for sardine processors and seaweed farmers in Tanga City.
Scope of Work / Methodology
Inception and Site Assessment
- Conduct inception meeting with Rikolto and community representatives.
- Undertake site assessments in Tanga to evaluate land suitability, drainage, water availability, and accessibility.
Design and Construction of Solar Dryers
- Develop technical designs for two solar dryers measuring 8m x 30m each.
- Construct dryers using durable and locally available materials suited to coastal environmental conditions.
- Install 20 drying racks suitable for sardines and seaweed processing.
- Ensure proper ventilation, pest-proofing, and weather protection systems.
Quality Assurance and Supervision
- Supervise all construction works to ensure adherence to specifications and safety standards.
- Conduct functionality checks and commission completed structures.
Community Training
- Provide practical training to processors and farmers on dryer operation, maintenance, hygiene, and sustainable management.
Reporting
- Prepare inception report.
- Provide technical designs and construction schedule.
- Submit completion and handover report with photos, user guidelines, and recommendations.

Qualifications and Experience of Consultant
- Proven experience in constructing agricultural or food processing structures
- Knowledge of climate-resilient and food safety construction standards
- Capacity to provide hands-on training to community groups
