Job Overview

Jhpiego Tanzania is seeking an experienced Senior Finance Officer to provide strategic project management and financial oversight for its programs. Working with internal and external stakeholders, the role involves identifying operational and financial risks, establishing robust internal controls, ensuring donor compliance, and maintaining accuracy across project budgets, transactions, and audit processes.

Key Responsibilities
  • Budgeting & Financial Reporting: Collaborate with Program Managers and Chief of Parties (COPs) to develop annual project budgets; review QuickBooks transactions for accuracy, prepare monthly project financial reports, and submit donor financial reports on time.

  • Risk Management & Compliance: Identify and analyze project-specific operational and financial risks, execute mitigation plans, ensure compliance with U.S. disbarment/anti-terrorist laws, and oversee sub-recipient financial activities.

  • Expense Monitoring & Clearances: Conduct monthly burn rate analysis, track project accruals/projections, and ensure open POs and employee advances are cleared within 30 days.

  • Audit Oversight: Serve on the audit preparatory team, assemble schedules for statutory and donor audits, coordinate Internal Control Reviews (ICR), and monitor the implementation of audit recommendations.

  • Field Monitoring & Project Closeout: Perform regular desk reviews, conduct spot checks during field activity implementations, and work alongside project leads to execute smooth closeout procedures for completing grants.

Qualifications & Requirements
  • Education: Undergraduate Degree in Accounting or Finance; Diploma in Taxation. A Master’s Degree in Business or a related field is an added advantage.

  • Professional Certification: CPA / ACCA Finalist or equivalent qualification.

  • Experience: 6 to 7 years of relevant finance/accounting experience. Past external or internal audit experience is a strong plus.

  • Technical Competencies: In-depth knowledge of Tanzanian tax regulations, understanding of US Government (USG) rules and regulations, and proficiency in MS Office and accounting software (QuickBooks).

  • Core Skills: Strong supervisory capabilities, ability to mentor finance staff, and excellent written and verbal communication skills.
