Blue Recruits is seeking an experienced Regional Health, Safety, Security, Environment and Quality (HSSEQ) Manager on behalf of its client to oversee regional transport and logistics operations. The successful candidate will drive regulatory compliance, manage complex operational risks, and champion a zero-accident culture across multiple specialized divisions, including Chemical, Reagents, Terminal, Aviation, Trucking, and Warehousing.

Key Responsibilities
-
Policy & Strategy Implementation: Develop, execute, and monitor regional HSSEQ policies and standards to maintain operational safety and achieve the company’s zero-accident target.

Standards & Compliance Management: Maintain an Integrated Management System (IMS) aligned with ISO 9001, ISO 14001, and ISO 45001 standards; oversee timely renewals of statutory licenses and operational permits.

Multi-Sector Risk & Incident Oversight: Perform risk assessments, site inspections, and root-cause incident investigations across chemical transport, terminal logistics, aviation, trucking, and warehousing units.

Auditing & Continuous Improvement: Coordinate internal/external audits according to a risk-based schedule, tracking corrective and preventive actions (CAPA) through to completion.

Chemical & Environmental Safety: Manage hazardous/non-hazardous waste disposal via licensed providers, adhering strictly to chemical safety protocols and cyanide handling standards.

Training & Emergency Preparedness: Design and deliver HSSEQ training and toolbox talks for employees and third-party contractors; maintain emergency response readiness through regular drills.

Security & Asset Protection: Implement robust physical and operational security measures to safeguard company assets, facilities, personnel, and visitors.

Performance Reporting: Maintain comprehensive HSSEQ documentation, track Key Performance Indicators (KPIs), and deliver monthly management reports.
Requirements & Qualifications

Academic Qualifications: NOSHC 1 or 2, NEBOSH International General Certificate/Diploma, or Certified Internal Auditor credentials.

Professional Certification: International Cyanide Management Code (ICMC) certification is required.

Work Experience: Minimum of 5 years of progressive experience in an HSSEQ Managerial role within transport, supply chain, or industrial logistics.

Core Competencies: Extensive working knowledge of ISO 9001, ISO 14001, and ISO 45001 management systems; expertise in chemical/hazardous materials handling (reagents, cyanide); multi-site stakeholder management; and crisis leadership.
