Background
Policy Forum (PF) is a network of over 76 Tanzanian civil society organisations (CSOs) established in 2003, dedicated to amplifying the voice of citizens in policy processes to promote poverty reduction, equity, and democratisation. PF focuses on improving public financial accountability at both central and local levels. As part of its strategic plan, PF seeks a motivated and highly skilled Programme Officer – Policy Analysis to support its policy analysis and capacity-building initiatives.
Key Responsibilities
1. Policy Analysis and Research
Conduct research and prepare analytical pieces, policy briefs, and commentary to enhance civil society organisation’s engagement with key policy areas.
Identifying strategic policy areas for engagement based on PF’s objectives. This includes:
2. Support to Working Groups and Advocacy Coordination
Collaborate closely with the Budget Working Group (BWG) and Tax Justice Working Group (TJWG) by organising and facilitating meetings, documenting minutes, and coordinating joint activities.
Familiarize yourself with BWG’s work plan and past materials to provide informed support.
Document advocacy experiences and lessons learned from civil society’s policy and budget advocacy efforts.
3. Networking and Strategic Collaboration
Build and strengthen relationships with local and international organisations to enhance PF’s influence in policy spaces.
Mapping relevant government ministries, Members of Parliament including their relevant parliamentary committees and caucuses and key stakeholders for targeted advocacy.
Actively network with development stakeholders to promote PF’s policy priorities.
4. Project and Donor Management
Support the implementation and monitoring of donor-funded projects, including:
Scaling Up Tax Justice (SCUT) – focusing on progressive taxation strategies and coordinating the Fair Tax Monitoring Study.
Collaborating for Open and Accountable Budgets (COAB) – strengthening budget analysis and advocacy capacity among partners.
Advancing Equity and Inclusion in Tanzania’s Tax System – to tackle the pervasive injustices embedded in inequitable tax systems in Tanzania
Represent PF at East African Tax and Governance Network (EATGN).
5. Administrative and Financial Support
Conduct initial checks on programme-related invoices and draft payment vouchers, local purchase orders (LPOs), and quotes for programme-related work.
Support procurement processes by obtaining and analyzing price quotes.
Ensure timely reporting and effective coordination with partners and donors.
Key Competencies and Skills
Strong analytical and research skills, particularly in policy analysis and public finance management.
Excellent written and verbal communication skills.
Experience in facilitating meetings and workshops.
Ability to build and maintain strategic relationships with diverse stakeholders.
Knowledge of Tanzania’s policy environment and public financial management systems.
Strong organisational and project management skills.
