Position Summary
The Program Officer serves as the regional focal point in the Lake Zone, supporting the implementation, coordination, monitoring, and reporting of health workforce interventions. The role focuses on improving the availability, competence, and performance of frontline health workers, particularly in primary healthcare and maternal, newborn, and child health (MNCH) services.
Key Responsibilities

Program Implementation: Execute Lake Zone health workforce activities (including the Beginning Fund MNCH initiative) according to approved work plans, budgets, and timelines.

Capacity Building: Support the delivery of training, mentorship, supportive supervision, and performance retention initiatives for frontline health workers.

Monitoring & Learning: Collect, verify, and analyze program data in collaboration with the MERL team; document lessons learned, best practices, and success stories.

Stakeholder Engagement: Maintain strong relationships with Regional Secretariats, Council Health Management Teams (CHMTs), health facilities, and local partners to align initiatives with government priorities.

Compliance & Reporting: Ensure all activities meet donor and organizational policies; prepare high-quality field updates, activity reports, and technical briefs.
Qualifications and Experience

Education: Bachelor’s degree in Public Health, Health Sciences, Nursing, Health Administration, or Social Sciences (Master’s degree is an asset).

Experience: Minimum of five (5) years of experience in health workforce development, health systems strengthening (HSS), MNCH, or donor-funded health programs.

Knowledge: Strong understanding of Tanzania’s decentralized health system and regional health structures.

Skills: Excellent program coordination, data management, report writing, and stakeholder relationship skills. Proficiency in MS Office.
