Position Overview
The Procurement and Logistics Officer oversees the transparent, cost-effective, and efficient management of supply chain functions across Zanzibar operations. Reporting to the Human Resources & Administration Coordinator, this role ensures the timely delivery of goods, services, and operational support necessary for effective program implementation. The officer will uphold organizational accountability, drive value for money, ensure strict compliance with internal and donor requirements, and optimize fleet and logistics operations.

Procurement & Vendor Management: Strengthen procurement systems to secure quality, cost-effective goods and services; establish pre-qualified supplier networks and framework agreements; conduct market price surveys and negotiate competitive terms. Logistics & Fleet Operations: Develop and implement logistics systems and standard operating procedures (SOPs); coordinate cross-functional logistics activities across finance and program teams; manage fleet readiness and transport operations.

Compliance & Integrity: Enforce procurement ethics, anti-fraud controls, and conflict-of-interest policies; maintain audit-ready documentation; ensure strict alignment with donor standards and internal procedures.

Planning & Risk Mitigation: Collaborate with program teams on procurement planning and budget optimization; design contingency plans for emergency supply chain continuity; deliver data-driven insights on supplier performance and market trends.

Capacity Building: Guide and train program and operational staff on procurement protocols, logistics best practices, and compliance standards.
Qualifications & Requirements

Education: Bachelor’s degree in Procurement and Supplies, Materials Management, Logistics, or Supply Chain Management.

Experience: 3 to 5 years of progressively responsible experience in procurement, logistics, and supply chain management.

Technical Skills: Proficiency with integrated Financial Management and HR software systems (ERP); solid understanding of transport and logistics management; strong negotiation, budgeting, and analytical skills.
