Organizational Setting

In 2014, the FAO Committee on Fisheries (COFI) endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) and FAO now provides support to their implementation through two global SSF projects: (i) the Flexible Multi-Partner Mechanism ( FMM ) “ Implementing the Small-Scale Fisheries Guidelines for gender equitable and climate resilient food systems and livelihoods” sub-programme (FMM/GLO/155/MUL) and (ii) “Creating an enabling environment for securing sustainable small-scale fisheries” (GCP/GLO/965/SWE) . The projects support activities at global, regional and national levels. T he United Republic of Tanzania (URT) is one the countries where both the small-scale fisheries projects have activities using participatory approaches to plan and implement priority activities within the framework of the SSF Guidelines.

The FAO sub-regional office for Southern Africa (SFS) has been supporting a number of interventions linked to the Southwest Indian Ocean Fisheries Commission (SWIOFC). A project entitled ‘’A Partnership for Marine and Coastal Governance and Fisheries Management for Sustainable Blue Growth’’ (the SWIOFC-Nairobi Convention project – GCP/SFS/005/SWE) supports collaboration between the fisheries and environment sectors for producing actual results on the ground. It is essential that there are improvements in both fisheries and environmental management, where they can reinforce each other mutually. The project has three components/ outcomes: (i) Resilience of livelihoods based on WIO marine and coastal ecosystem and habitats enhanced, (ii) Coastal fisheries are sustainably managed using the ecosystem approach to fisheries (EAF), and (iii) Coordination between fisheries and environmental management institutions enhanced at national and regional levels.

The three projects are looking for a Junior National Fisheries Specialist to support the coordination and provide additional technical support at national level.

Reporting Lines

Under the overall supervision of the FAO Representative (FAOR) of URT, and direct supervision of the Assistant FAO Representative (Programme), and working closely with the National Fisheries Sector Coordinator, the Junior National Fisheries Specialist will support the implementation of the above mentioned projects in country. S/he will also report to the FAO HQ coordinator and LTO of the FMM project, collaborating closely with project staff and consultants.

Technical Focus

Assisting in the delivery and reporting on activities in support of SSF Guidelines implementation under the two projects cited above.
Assisting in delivery and reporting of the activities on the EAF under Component 2 of the the SWIOFC-Nairobi Convention project referred to above.

Tasks And Responsibilities

  • Support the implementation of activities of the three project through collaboration with the relevant project and government institutions personnel, including;
  • Assist in the drafting and monitoring of LoAs for the activities to be implemented by different Service Providers
  • Assist in organising and delivering trainings and workshop;
  • Participate in project field activities;
  • Assist in activities communicating on and promoting the visibility of the project;
  • Prepare draft project reports of project activities, as appropriate;
  • Assist in ensuring coordination and synergies with other related initiatives and projects;
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Fisheries Science, Biological Sciences, Social Science, Development Studies or related areas
  • At least 1 year of relevant experience in fisheries policy, management and/or, ecosystem approach to fisheries, and rural/community development
  • Working knowledge (level C) of English and Swahili
  • National of Tanzania
