Job Summary
The Market Systems Development Officer will be responsible for designing, implementing, and monitoring interventions that strengthen market systems to improve livelihoods, income opportunities, and resilience of target communities. The role focuses on facilitating inclusive, sustainable market growth by engaging private and public sector actors, identifying systemic constraints, and promoting innovative solutions through community engagement, training, data collection, and coordination rather than high-level strategy
Working under the guidance of the Market Systems Development Manager, the Officer will support value-chain activities, Village Savings and Loan Associations (VSLAs), market linkages, and financial literacy initiatives. The role requires strong community facilitation skills, practical understanding of rural markets, and the ability to work closely with farmers, youth, women groups, and local stakeholders.
Roles and Responsibilities.
1. Market Assessments & Field Implementation
- Support community-level vulnerability and market assessments to identify livelihood opportunities and constraints
- Collect data for value-chain analysis, including production, input access, pricing, and market demand
- Support transparent selection and onboarding of program participants in collaboration with community leaders
- Provide regular field feedback to inform program adaptations
- Build and maintain relationships with private sector companies, government agencies, and other stakeholders.
- Facilitate partnerships that promote inclusive business models and market linkages.
- Support negotiation of agreements with market actors to pilot and scale innovations

3. Financial Inclusion & Group Strengthening
- Support the formation, registration, and strengthening of Village Savings and Loan Associations (VSLAs)
- Facilitate regular VSLA meetings, governance trainings, and record-keeping practices
- Support financial literacy training for VSLA members, with a focus on savings, borrowing, and household budgeting
- Promote gender, youth, and vulnerable group inclusion within financial groups
4. Digital Tools & Financial Services Linkages
- Support community members to adopt basic digital financial tools (mobile money, digital record keeping)
- Assist in linking VSLAs and producer groups to SACCOs, MFIs, and other local financial institutions
- Provide basic troubleshooting support during roll-out of digital or financial services initiatives
- Escalate technical challenges to supervisors and relevant partners
5. Market Linkages & Livelihood Diversification
- Support the development of market linkages between farmers, producer groups, farmers organizations, Cooperatives, input suppliers, and buyers
- Assist in organizing buyer–seller meetings, exposure visits, and market days
- Support livelihood diversification initiatives, including youth vocational skills and small enterprise development
- Promote climate-resilient and environmentally sustainable practices in all livelihood activities
6. Capacity Building & Community Training
- Conduct community-level trainings on saving practices, literacy, basic agribusiness and enterprise development skills and governance and leadership
- Support community facilitators, village agents, and champions through coaching and follow up visits
- Assist supervisors in preparing training materials and session plans
7. Monitoring, Learning & Reporting
- Collect routine monitoring data on VSLA performance, market participation, and income activities
- Maintain accurate field records, attendance lists, and activity reports
- Support documentation of success stories, challenges, and lessons learned
- Participate in reflection and learning sessions with program teams
8. Coordination & Accountability
- Coordinate with local government officers, ward and village leaders during implementation
- Ensure community activities align with RTV safeguarding, accountability, and inclusion standards
- Support proper distribution and tracking of program inputs and tools
- Uphold transparency, accountability, and respectful community engagement at all times Required
Qualifications & Competencies
- Bachelor’s degree in Agriculture, Agricultural Economics, Development Studies, Business Aadministration, Finance, Community Development, or a related field
- Minimum 3 years of experience in:
o Livelihood’s programming
o Financial inclusion or VSLA facilitation
o Market systems or community-based development projects - Practical understanding of VSLAs and rural financial systems
- Basic knowledge of value chain development and market systems development
- Strong facilitation and community mobilization skills
- Ability to collect, record, and report accurate field data
- Good verbal and written communication skills in English and local languages
- Proficiency in Microsoft Office (Word, Excel)
- Willingness and ability to travel extensively and work in remote rural settings
- Strong teamwork, integrity, and problem-solving skills
