Job Purpose

The Manager – Procurement ensures that cost-effective, high-quality, and efficient procurement support is delivered across all business units. Reporting to the Head of Procurement & Property Services, this role oversees end-to-end tendering, vendor evaluation, commercial negotiations, contract management, and semi-annual supplier performance reviews in strict adherence to DTB’s procurement procedures and outsourcing policy.

Key Responsibilities & Accountabilities

• Sourcing & RFP Management:

  • Obtain competitive quotations for goods and services, compiling analytical reports and purchase recommendations.

  • Lead end-to-end Request for Proposal (RFP) processes from business need initiation through evaluation to final contracting.

  • Coordinate public tender openings, recording attendance, and managing communications with bidding vendors.

• Vendor Evaluation & Due Diligence:

  • Examine vendor bids to evaluate Know Your Customer (KYC) compliance, specifications, quality standards, delivery lead times, and budget alignment.

  • Conduct on-site supplier due diligence visits to verify operational capabilities and compliance.

  • Participate in commercial negotiations with prospective vendors and maintain formal records of all agreements.

• Vendor Management & Performance:

  • Establish, maintain, and enhance strategic relationships with key suppliers and service providers.

  • Conduct semi-annual performance reviews for all contracted OPEX-related vendors to drive service quality.

  • Resolve queries from internal business units and external vendors regarding purchase orders, deliveries, and payment schedules.

• Compliance & Policy Adherence:

  • Ensure complete adherence to internal procurement policies, ethical guidelines, and statutory financial outsourcing regulations.

Candidate Profile & Requirements

Education & Professional Registrations:

• Educational Background: Bachelor’s Degree in Procurement and Supply Chain Management, Logistics, or a related field.

• Professional Certification: Professional qualifications (such as CPSP-T or CIPS) are a strong added advantage.

• Board Registration: Mandatory registration with the Procurement and Supplies Professionals and Technicians Board (PSPTB) in Tanzania.

Work Experience & Personal Attributes:

• Work Experience: Minimum of four (4) years of progressive experience in procurement, vendor management, or supply chain within commercial banking, telecommunications, or a structured corporate environment.

• Attributes: Precise, systematic, and highly organized with the ability to deliver quality results under pressure to meet strict operational deadlines.
