The U.S. Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Public Engagement Assistant (Experiential Learning and Education Outreach Coordinator) in the Public Affairs Section.

Duties

SUMMARY:

The Experiential Learning/Education Outreach Coordinator is responsible for the Mission’s Public Diplomacy (PD) engagement through education outreach and experiential learning (EXPL) with Emerging Voices (EV) audiences and alumni, reaching youth, minorities, and those who influence them. EXPL projects and events typically are “learning through experience” activities such as tech or entrepreneurship camps, music and sports programs, and other focused community engagement programs. The job holder also develops targeted Embassy outreach to secondary schools to promote American Studies content and curricula in institutions of higher learning and encourage academic study in the United States through EducationUSA advising programs.

EXPERIENCE:

Three (3) years of experience is required, with communications, public engagement management, or education duties as components of the work. Prior experience in an international, academic, or governmental work environment is required.

JOB KNOWLEDGE:

A thorough understanding of attitudes and preferences of the EV audience sector in Tanzania, including regional, ethnic, social, cultural, linguistic, and other factors and institutions that shape attitudes, is required. Detailed knowledge of Tanzanian secondary and tertiary academic institutions; standards of instruction and curriculum relating to the United States, and general standards and practice for education systems and non-governmental organizations (NGOs) is required.

Knowledge of typical customer service standards and marketing tools designed to engage specific audience segments in Tanzania, particularly the EV sector, is required. Knowledge of the latest trends in audience engagement in related public service institutions, such as think tanks, museums, academic institutions, and professional training institutes, as relevant for the EV sector, is required. Knowledge of the types of technical and regulatory requirements associated with arts, sports, technical learning camps, or other public engagement activities in Tanzania is required. Must have knowledge of primary influencers in popular culture, as well as Tanzanian institutions, government structures, and policies that shape local attitudes toward EXPL techniques and EV audiences, particularly youth. Must have an understanding of communication trends in the region and internationally as they affect the Tanzanian information landscape and must be familiar with digital practices and procedures used by or influential with the Tanzanian educational and broader EV sectors.

Education Requirements:

A university degree in Communications, International Relations, Arts Management, Education, Marketing, or local equivalent is required.

Evaluations:

LANGUAGE:

Level 4 (Fluent) Speaking/Reading/Writing English is required. Level 4 (Fluent) Speaking/Reading/Writing Swahili is required. (This may be tested)

SKILLS AND ABILITIES:

Analytic Skills: Must have strong analytic skills and the ability to conceptualize how best to use PD tools to move Tanzanian attitudes in positive ways and how best to use innovation and cutting-edge EXPL opportunities to attract EV audiences and engage them in positive ways.
Communication and Interpersonal Skills: Must have excellent customer relations, interpersonal, and cross-cultural communication skills and be able to identify and engage key figures critical to shaping local educational outreach and EXPL priorities and practices. Must have excellent written and oral communication skills, including public speaking, interviewing for evaluation purposes, writing reports, and contributing materials for publication in both English and Swahili. Must be able to tailor communications to fit formal and informal situations and different ethnic, religious, and linguistic cultures. Must be able to brief U.S. officers and visitors on a variety of issues and interpret informally between English and Swahili for public programs.
Management Skills: Strong management skills are required, including the ability to develop and oversee project budgets and to organize, run, and present projects such as workshops, seminars, digital and in-person conferences, panel discussions, lectures, and camps. Must be able to negotiate agreements with partner institutions and manage their fulfillment.
Technical Skills: Good keyboarding and data entry skills and excellent familiarity with electronic discovery tools, in particular the internet, and standard information retrieval practices and procedures are required. Thorough knowledge of various computer software programs, specifically Microsoft Word, Excel, and PD-specific software, databases, and reporting tools, is required. Must be able to use social media and mobile platforms, MOOCs, podcast creation tools, and basic photo and video tools. Must have good numerical skills to develop and manage project and grant budgets; must be able to develop descriptive statistical analyses of target audience segments and the impact of education and EXPL activities and initiatives.
