Duties

The Associate Director of Programs (AD) works alongside the Country Director of the Walter Reed Army Institute of Research (WRAIR) Tanzania office. The AD shares oversight responsibilities for the development and implementation of public health-related technical program activities and has direct responsibility for day-to-day coordination of office administrative management activities that implement or support the President’s Emergency Plan for AIDS Relief (PEPFAR) in both civilian and military health facilities, broader Global Health Security Initiatives (GHSI), and other USG funded public health activities. The AD has the primary responsibility for liaising with the host national government, including the Tanzania People’s Defense Forces (TPDF), other donors, implementing partners, and other stakeholders to foster a collaborative environment that ensures WRAIR-funded projects align with national priorities and are in accordance with agency regulations, WRAIR HQ, GHSI, PEPFAR strategic objectives, as well as international ethical guidelines and standards for public health care. The AD represents WRAIR-Tanzania at the highest levels including at national and international meetings and conferences of technical strategy and policy.

The AD is the most senior technical advisor to the Country Director of the WRAIR Tanzania office. The AD serves as one of the principal members of the Executive Leadership team, reporting directly to the WRAIR-Tanzania Country Director. This position shares oversight responsibilities for the development and implementation of public health-related technical program activities and has direct responsibility for day-to-day coordination of office administrative management activities that implement or support the President’s Emergency Plan for AIDS Relief (PEPFAR) at both civilian and military health facilities, broader GHSI, and other USG funded public health activities. The AD has the primary responsibility for liaising with the host national government including the TPDF, other donors, implementing partners, and other stakeholders to foster a collaborative environment and ensure that WRAIR-funded projects align with national priorities and are in accordance with agency regulations, WRAIR HQ, GHSI, PEPFAR strategic objectives, as well as international ethical guidelines and standards for public health care. Duties and responsibilities also include program planning and development, and oversight of contracts and cooperative agreements in the areas of HIV/AIDS prevention, care and treatment, laboratory, health systems strengthening, and strategic information programs, as well as, maternal child health, field epidemiology, GHSI, and other programs when and as directed by the WRAIR-Tanzania Country Director, to ensure that all programmatic activities are consistent with and complimentary to host government goals. The AD represents WRAIR-Tanzania at the highest levels including at national and international meetings and conferences of technical strategy and policy. The AD directly supervises the activities of 8 LES positions, including 4 Physicians, 1 Laboratorian, 2 Monitoring and Evaluation Officers, and 1 Quality Improvement Advisor. The AD also assists the Country Director in the oversight of 1 Supervisory Management and Financial Specialist and 1 Communication Officer to ensure planned activities are carried out in a timely and quality manner. The AD identifies problems in program implementation and initiates corrective action to improve program performance. The AD advises and makes recommendations on all WRAIR Tanzania program activities to all employees, management, and external partners. This includes all activities related to the implementation of WRAIR/DoD’s HIV/AIDS programs and other GHSI initiative priorities in Tanzania. This position addresses performance and resolves issues as they arise. The incumbent mentors staff and writes and publishes articles in peer-reviewed journals and makes presentations at seminars, meetings, and conferences.

Qualifications and Evaluations

Requirements:

EXPERIENCE: A minimum of five (5) years of progressive experience in managing public health programs and at least (3) years of supervisory experience in addition to non-supervisory experience is required.

JOB KNOWLEDGE:

The AD must possess comprehensive knowledge of the programs, policies, regulations, protocols, and ethical considerations applicable to the development and administration of national or international HIV/AIDS and other disease public health programs. The AD must have an excellent understanding of the public health system in Tanzania and a good working knowledge of U.S. Government public health programs and strategies, especially those related to PEPFAR. A detailed working knowledge of other host government and international public health systems is required as well as a working knowledge of administrative, budgeting, and fiscal management systems in support of funding mechanisms such as contracts, cooperative agreements, and purchase requisitions.
The AD must possess a strong working knowledge of team management techniques to plan, organize, and direct multi-disciplinary project teams and overall administrative requirements; budgeting, and fiscal management in support of contracts/cooperative agreements/purchase requisitions. Comprehensive knowledge of the host government health care system and structures including familiarity with MOH policies, program priorities, and regulations are required.

Education Requirements:

A Medical Doctor (MD) degree and a Master’s Degree (in Public Health, Epidemiology, Infectious Diseases or Health Policy) is required.

Evaluations:

LANGUAGE:

Level IV (fluency – speaking/reading/writing, including medical terminology) of English language is required. Level IV (fluency – speaking/reading/writing, including medical terminology) of Kiswahili language is required. This may be tested.

SKILLS AND ABILITIES:

Strong and comprehensive leadership and interpersonal skills to work with all levels of staff in a team setting to accomplish program goals are required. A high-level of oral and written communication skills is required to convey program progress, technical requirements, and to influence other collaborative organizations engaged in HIV/AIDS programs to adopt appropriate strategies for their program activities. Good computer and editing skills that include speed and accuracy are required for preparation of various reports and correspondence. Good working knowledge of computer programs that includes databases and proprietary software. Good understanding of higher-level mathematical calculations is required to make conclusions of data collected and presented in numerical charts or reports. A thorough public health knowledge of current HIV/AIDS issues is required. Detailed knowledge of the host government health care systems and structures including familiarity with MOH policies, program priorities, and regulations is required. A detailed working knowledge of USG HIV/AIDS public health programs, strategies, methods, processes, and techniques used to plan, develop, implement, and evaluate results of treatment programs is required.

The AD is expected to exercise considerable ingenuity, tact, and diplomacy in applying guidelines to unique and different settings, as the work is highly complex and of importance to high-level stakeholders. Considerable innovation will be required to influence other collaborative organizations engaged in programs to adopt appropriate strategies for their program activities. Excellent oral and written communications skills to develop and maintain effective working relationships with national and international health partners are required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities and overall administrative requirements, budgeting, and fiscal management in support of contracts, cooperative agreements and contracts is required. Proven ability to lead results-driven project teams and workgroups is required. Intermediate user level of word processing, spreadsheets and databases is required. Numerical skills for data analysis are required.
