Overview
Reporting to the Human Resource Director, the Human Resource Officer will support the human capital management component and provide support for effective delivery of human resource services while Jhpiego is starting up two new projects starting in early January 2026 and bringing on board a number of candidates. The Officer will provide human resource support in recruitment and HR administration regarding onboarding, ensuring compliance with Tanzanian labour laws and implementing recruitment and onboarding in accordance with Jhpiego policies. Responsibilities
Recruitments and onboarding
- Refine job descriptions to meet Jhpiego required standards.
- Prepare job adverts and publish as per Jhpiego standards.
- Support the candidate selection process and make sure that successful and unsuccessful candidates are well communicated.
- Coordinate development and finalization of interview questions with the hiring managers
- Prepare interview reports for each position as per the standard
- Coordinate reference and security checks for all selected candidates including pre-screening, phone screen.
- Prepare offer and contracts letters for all selected candidates and make sure they are all communicated on time.
- Coordinate the onboarding for new hires and give each new employee an excellent onboarding experience. Provide support and administrative logistics on the orientation of newly recruited staff.
- Support the relocation process for all eligible candidates.
- Continually update the master recruitment tracker for clear tracking of each position, communicate weekly with project leads and country director on HR updates
- Prepare evaluation survey to all new staff to gain feedback on the orientation process.
- Make sure all staff mandatory probationary objectives are drafted and placed on the OneDrive and
- JEMS as part of the evaluation process.
Employee Records Maintenance
- Ensure that all documents on the recruitments and staff files are properly filed both electronically and in hard copies and meet minimum Jhpiego standards for HR files and are kept in a tidy and secure place.
- Ensure final JDs are uploaded and stored on SharePoint
- Follow up with staff and managers with submission of various documents required for HR processes including the documents on orientation, recruitment, insurances, staff development, staff exiting/transitioning
- Provide administrative support to the HR office and ensure the smooth running of the HR office
General support
- Ensure all SOPs and policies are adhered to
- Perform other assigned HR duties depending on the need during the contract period.
- Work as an active team member to enhance team spirit
- Support the process of developing and sustaining an open, transparent and learning culture in the organization.
- Ensure all laid down procedures and policies are adhered to.
Required Qualifications
- Bachelor’s degree, advance diploma in Human Resources, Law, Business Administration.
- Practical experience around Human Capital Management.
- Minimum of 3 to 5 years of post-qualification experience in Human Resources management position in a reputable NGO or development agency.
- Computer literate
Preferred Qualifications
- Communication and interpersonal skills – Strong written and oral communication skills.
- Excellent interpersonal skills and ability to deal with staff at all levels
- Good level of computer literacy, conversant with all Microsoft products
