Médecins du Monde (MdM) is an international humanitarian organization dedicated to delivering medical care to vulnerable populations worldwide, including within France. Its mission is driven by voluntary engagement from healthcare professionals and experts across diverse fields. MdM mobilizes this collective expertise to implement impactful health projects, always prioritizing strong, collaborative relationships with the communities it serves. MdM has been active in Tanzania since 1992, beginning with HIV/AIDS development projects and community health initiatives. By 2021, Médecins du Monde (MdM) served as a technical partner to expand harm reduction programs locally and in neighboring countries. In 2022, MdM began providing sexual and reproductive health services for adolescents and vulnerable groups in urban and rural areas, partnering with local organizations and health facilities. MdM, along with partners like the University of Bristol, Burnet Institute, INPUD, and local groups in Dar es Salaam, runs the CUTTS HEP C project to support Tanzania’s hepatitis eradication efforts by:

Introducing cost-effective HCV prevention tools (long-acting buprenorphine and low dead-space syringes)
Creating accessible Hep C care models for people who inject drugs (PWID)
Providing evidence to shape national policy
Supporting PWID communities through involvement and community-led monitoring
MdM Tanzania is also involved in harm reduction technical assistance in Rwanda. In Rwanda, MdM partners in a 3-year-long harm reduction project called TUBITEHO (Oct 2023 – Sept 2026) with 4 other stakeholders. The future strategy aims to enhance harm reduction initiatives to newly identified regions with partners, strengthen technical assistance capacity within the country and to neighboring countries, expanding sexual and reproductive health and rights (SRHR) interventions, and improving emergency response capabilities to respond effectively to crisis situations.

Hierarchical and Functional Links

The HR Officer reports directly to the Admin Coordinator. This position also maintains a technical functional relationship with the HR Referent at HQ and is directly responsible for cleaners.

Global Objective of the Position

The HR Officer supports the mission by ensuring that human resources processes are compliant, efficient, and aligned with Médecins du Monde’s policies and humanitarian principles.

Tasks and Responsibilities

Recruitment and Onboarding

Receive recruitment requisition forms (RRF) from all departments and bases, ensuring validation of each RRF to start the recruitment processes.
Prepare job advertisements, manage applicants, and follow up with hiring managers to receive shortlists on time.
Schedule written tests, interviews, follow up, and contact candidates, and coordinate interview panels.
Participate in interviews, ensuring positive HR participation in all job interviews when needed.
Prepare employment contracts and ensure all documentation is signed and understood by employees and issue extension addendums to staff as and when required.
Support onboarding planning and ensure briefings are completed for newcomers within a given period.
Prepare and update national staff personnel files, maintain and update databases for management reporting like staff database, recruitment tracker, leave tracker, etc.

Attendance and Leave Monitoring

Manage timesheets and attendance, generate reports, and monitor staff check-in/check-out.
Follow up with all supervisors for any unjustified absence and late hours.
Summarize monthly absenteeism of employees and report to Admin Coordinator, excluding employees who have submitted an approved leave application.
Archive hardcopy of signed daily attendance reports (signed by HR Officer & department Lead).
Receive all types of leaves from staff (annual leave, sick leaves, emergency leaves, etc.).
Fill the correct and updated leave balance on each leave request form.
Archive leave forms in proper folders.
Maintain and update all leave records in the database to verify all information in the leave application is correct and approved.

Payroll Processing and Benefits Administration

Prepare payroll using updated and verified documents; distribute pay slips and collect signed copies.
Provide signed pay slip copies to the administrative department.
Compile final settlement details and submit required documents to the Finance Manager.

HR Administration

Assist the Administrative Coordinator in developing and monitoring the training plan, including gathering requests, prioritizing with managers, and communicating updates.
Collaborate with managers and the Administrative Coordinator to manage disciplinary procedures.
Prepare and update the organizational chart and contact list of staff.
Coordinate with the insurance company to ensure timely coverage for new hires and departing staff.
Submit all approved health claims to the insurance company promptly and ensure settlements are completed within the agreed timeframe.
Oversee the timely completion of probation evaluations for newly hired staff.
Within your responsibilities, offer employees guidance and support on HR policies and procedures; respond to inquiries, interpret rules and regulations, assist with problem-solving, and provide general policy advice.
Maintain regular communication with the Ministry of Work, Immigration Department, Retainers, and other relevant ministries for HR management matters.
Periodically review internal HR documents (such as the Code of Conduct, Conditions of Employment, and Internal Rules and Regulations) and recommend revisions to the Administrative Coordinator.

Taxes Administration

Ensure the mission’s compliance with local taxes and contributions on employees’ salaries.
Regularly review the taxation laws in the country and suggest updates to the Administrative Coordinator.

Travel Management

Coordinate travel, flights, trains, and accommodations for national and international staff, as well as HQ visitors, with the Admin Coordinator.
Prepare required visa documents and manage applications with Immigration and Embassies as needed, ensuring visa tracking files are kept up to date.

Maintain Confidentiality and Archiving Information

Maintain confidentiality of all key HR documents and information. All key HR records need to be kept secured and confidential in line with the MdM Policy.
Conduct the HR File Audit checklist on a quarterly basis to ensure that personnel files are complete, organized, and archived.
Archive and arrange the exit interview with staff and report to management.
Archive all types of HR correspondence in proper files.
Any other task assigned by the supervisor or management.

Candidate Profile

Qualification (Essential)

A bachelor’s degree in HRM, Administration, Social Sciences, or any other relevant field.

Professional Experience

3–5 years of relevant experience, preferably with humanitarian non-governmental organizations, required.
1–2 years of experience as an HR or Admin Assistant.
