Job Description

The purpose of the Fund Managers role is, in conjunction with Senior Management and GoT regional officials, to monitor, report, and where agreed, make timely interventions to ensure the project funds are allocated appropriately and are properly accounted for. The principal duties and responsibilities will be as follows:

  • Develop a comprehensive procedural manual on the management of the decentralised funds.
  • Produce monthly expenditure reconciliation on utilisation of programme funds channelled through the Government.
  • Monitor programme funds channelled through the Government and advise the Senior Management team of potential issues with regards to forecasting, disbursement, or accounting.
  • Ensure good quality donor financial reports that adequately meet their reporting requirements.
  • Performing basic initial checks on the data supplied by each LGA and ensure that errors or issues are promptly escalated to the appropriate channels.
  • Carry out appraisals for direct reports in line with Mott MacDonald HR policies.
  • Monitor the collection of LGA’s bank reconciliations, quarterly expenditure reports and quarterly budgets from each district within the regions where Shule Bora operates.
  • Working with the Fund Officers to review the completeness and accuracy of LGA’s monthly bank reconciliations, quarterly expenditure reports and quarterly budgets submitted to the Shule Bora regional offices.
  • Provide and document detailed review of each of the LGA’s bank reconciliations, quarterly expenditure reports and quarterly budget forecasts. This will include agreeing all items to transactional level supporting paperwork (e.g., attendance registers and invoices)
  • Reviewing of the quarterly disbursement schedule and quarterly forecast expenditure schedule of the funds.
  • The Fund Manager will support the updating of policies and procedures and deliver training to relevant GoT district and regional Shule Bora staff.
  • Develop and provide oversight of an ‘’Issue Log’’, which registers all outstanding fund diversions/misappropriation and discuss these with the Client on regular basis.
  • Note: This job description reflects the present requirements of the post. As duties and responsibilities change and develop the job description will be reviewed and be subject to amendment in consultation with the post holder and line manager.

Skills And Experience

  • Understanding of Government of Tanzania Public Financial Management processes, ideally at the Central and District level
  • Experience and knowledge of the financial management cycle as it applies to local, district, regional and central government, including knowledge of EPICA is highly desirable.
  • Experience of using [MS Quick Books], or other similar finance packages is desirable.
  • Experience with FCDO will be an advantage.
  • Outstanding team player and willingness to learn and support learning of others.
  • Fluency in written and oral communication skills in English and Kiswahili is essential.

Qualifications

  • Bachelor of Accounting degree or its equivalent and professional accountancy qualifications in accountancy profession (CPA/ACCA or equivalent) is essential.
  • Significant experience as an accounting professional in managerial level

Shule Bora aims to improve the quality of pre-primary and primary schools in Tanzania. There are four main outcomes: improving learning outcomes for all children, improving transition rates to secondary schools for girls, ensuring children are safe in and around schools, and helping children with disabilities access quality education.  If successful, Cambridge Education will design and implement Shule Bora in Tanzania over 6 years – March 2021 – March 2027.
