Job Summary:
The Finance Manager position would be expected to provide managerial support to QC Programs in accordance with QC Finance guidelines. H/She works with the Country Director and Senior Management Team (SMT) to set and maintain the strategic direction of the organization and delivers its objectives in terms of effectiveness. The position holder will provide overall leadership for the finance department and support the budgeting and reporting functions as well. H/she will be responsible for ensuring best in class financial controls and management of finance department– including capacity building; implementing efficient & effective processes; improving and ensuring compliance with internal control systems.
Job Responsibilities:
Technical
- Draw up Annual Budget, in consultation with the CD, SMT and wider staff team.
- Support budget holders in financial management and budgetary controls.
- Work with program and finance team members to prepare bids, costing where necessary.
- Develop and maintain effective systems of financial control and of financial management information for programs managers and all field office, including financial forecasting.
- Manage cash flows, ensuring that the most sensible and advantageous terms are secured.
- Ensure full cost recovery of overheads and management costs.
- Monitor reserves and keep policy under review.
- Develop and maintain relationships with banks and other financial institutions to ensure the organization has access to the best possible financial products and services.
- Conduct financial analysis of the organization’s performance and provide recommendations to senior management on how to improve financial results.
- Manage the organization’s risk management program to ensure that financial risks are identified and appropriately managed.
- Ensure that the organization has adequate insurance coverage to protect against financial losses.
- Provide financial support and guidance to the organization’s fundraising efforts.
- Develop and maintain financial reporting systems that provide timely and accurate financial information to senior management and the board of directors.
- Develop and maintain relationships with investors and other stakeholders to ensure that the organization has access to the funding it needs.
- Develop and implement policies and procedures for managing the organization’s fixed assets, including acquisition, depreciation, disposal, and maintenance.
- Perform other tasks and fulfil assignments when and as assigned by the Country Director or the officials in the HQ.
Management
- Lead the development and implementation of the organization’s internal audit program.
- Oversee accounts payable and accounts receivable functions to ensure that payments and receipts are processed accurately and on time.
- Manage the organization’s cash flow to ensure that sufficient funds are available to meet operational and strategic needs.
- Develop and maintain relationships with banks and other financial institutions to ensure that the organization has access to the best possible financial products and services.
- Monitor interest rates and other financial indicators to identify opportunities for optimizing the organization’s financial position.
- Ensure that the organization complies with all statutory requirements including Corporation Tax as per Government Tax Law.
Compliance and Feedback
- Develop and implement financial policies and procedures that comply with all relevant laws and regulations.
- Prepare financial reports and ensure compliance with donors’ requirements.
- Maintain accurate and up-to-date accounting records in compliance with generally accepted accounting principles (GAAP) or International Financial Reporting standards (IFRS) and relevant laws and regulations.
- Ensure compliance with tax laws and regulations, including preparation and submission of tax returns and payment of taxes.
- Ensure compliance with banking regulations and best practices.
- Ensure compliance with relevant laws and regulations governing the management of fixed assets.
Team Management and Performance
- Responsible for the overall management of finance team and ensure optimal performance management of the team as per HR policies and guidelines.
- Provide training and support to staff members on financial matters to ensure that they have the necessary skills and knowledge to manage their budgets effectively.
- Develop and implement strategies for optimizing the organization’s asset base, including identifying opportunities for cost savings and revenue generation.
Reporting
- Manage the organization’s budgeting process, including development and tracking of budgets for all departments and programs.
- Manage the organization’s bank accounts and cash management processes to ensure that funds are used effectively and efficiently.
- Maintain accurate and up-to-date records of all fixed assets, including location, condition, and value.
- Work in the production of the Annual Review and statutory Accounts.
Qualification and Requirement:
- The applicant must hold a university degree in accounting.
- Preference will be given to those with professional certifications such as CPA, CMA, or ACCA.
- Must have prior experience working with international non-governmental organizations (INGOs).
- Should have practical experience with ERP systems; knowledge of Microsoft Dynamics 365 (MCD365) is preferred
- Must have at least 10 years of practical experience in the accounting department
- It is preferred that the applicant is proficient in Arabic
- Must comply with the laws of the country.
