About the Role
The Finance and Operations Officer is responsible for providing effective oversight of the financial, administrative, procurement, and operational functions of the MECPZ Teachers Training Institute. The position ensures sound financial management, compliance, accountability, efficient use of institutional resources, and smooth administrative support to enable the College to achieve its strategic objectives.
Serving as a key link between the College and the MECPZ Head Office, the Officer coordinates all financial, procurement, human resources, and operational workflows.
Key Responsibilities
Financial Management & Control

Oversee day-to-day financial operations, including student fees, revenues, expenditures, payables, receivables, cash, and petty cash.

Maintain accurate, timely, and properly authorized financial records and transaction logs.

Monitor budgets, cash flow, bank reconciliations, and financial performance to provide management with timely reports.

Ensure strict adherence to MECPZ financial policies, applicable local laws, regulations, and donor requirements.

Coordinate internal/external audit processes and implement audit recommendations promptly.

Safeguard College financial assets, records, and monetary resources.
Administration, Procurement & Asset Management

Oversee daily administrative workflows and maintain efficient office support services.

Coordinate transparent and competitive procurement processes in line with institutional policy to ensure value for money.

Manage supplier relationships, maintain vendor databases, evaluate bids/quotations, and assist in contract management.

Ensure proper cataloging, routine maintenance, safeguarding, and optimal utilization of all College facilities and assets.
Coordination & Stakeholder Engagement

Act as the principal operational liaison between the College and the MECPZ Head Office.

Facilitate seamless communication among College Management, staff, Head Office, suppliers, and external partners.

Provide sound financial and administrative counsel to the College Head to support informed decision-making.

Participate actively in management meetings and strategic planning sessions.
Compliance, Risk & Governance

Maintain rigorous internal control mechanisms to foster integrity, transparency, and accountability.

Identify, monitor, and mitigate operational, financial, and procurement risks.

Support continuous improvement across administrative and financial management systems.
Candidate Qualifications & Experience
-
Education: Bachelor’s Degree in Finance, Accounting, or a closely related business discipline.

Experience: At least 2 to 3 years of relevant professional experience in financial management, grant reviews, external audits, and donor reporting.

Technical Skills: High proficiency in Microsoft Office Suite (Excel, Word) and standard accounting software packages.

Competencies: Strong financial analysis, negotiation, stakeholder management, problem-solving, and detail-oriented analytical skills.

Languages & Communication: Excellent verbal and written communication abilities.
