Position Overview
The Finance and Administration Officer plays a critical role in ensuring the financial integrity and operational efficiency of Raising the Village (RTV) in Tanzania. Reporting to the Senior Finance Manager, this position provides comprehensive support to programs, administration, and finance departments. The Officer acts as a key liaison between finance and other functional teams, ensuring compliance with Tanzanian statutory regulations and fostering sound financial practices. The ideal candidate will possess in-depth knowledge of the local tax regime, demonstrate proficiency in financial reporting and ERP systems preferably Sage Intacct and have a proven ability to mentor staff. This role is instrumental in implementing productive operations that contribute to RTV’s sustainable growth and project success.
Key Responsibilities
Financial Management & Cash Operations
- Manage central office cash flow, including weekly cash requests, disbursements, and cash box audits and Reconciliation.
- Oversee banking relationships and streamline bank operations to align with organizational cash policies.
- Ensure all field office bank accounts are established and functional.
- Process payments electronically via bank transfers, Eco bank OMNI, and other online platforms.
- Execute monthly payroll by 15th and 25th, ensuring timely remittance of taxes and other statutory contributions/deductions by the 7th of each month.
- Review staff accountability documents against approved Comparative Bid Analyses (CBAs) and budgets.
- Supervise field finance staff in banking management, online payment processing, and adherence to cash policies.
- Monitor organizational expenditures and forecasts in coordination with procurement. Financial Reporting & Compliance
- Prepare and submit consolidated weekly cash requests within agreed deadlines.
- Analyze spending patterns and report areas of concern to leadership.
- Ensure financial discipline across operations and implementation teams.
- Maintain and reconcile monthly accounts for field offices.
- Support internal and external audit processes as required.
- Ensure compliance with all statutory obligations, including Tanzania Revenue Authority (TRA) regulations
- Participate in legal entity reporting for Tanzania.
- Manage office and project treasury operations in assigned local offices as appropriate;
- Maintain the filing of all financial and accounting documents, files and correspondence in the local office, which must be ready for verification and confirmation at the end of each month i.e., by 5th of the following month.
- Working closely with FP&A to ensure monthly review of BVA reports with the programs team to understand their spending trends.
Administration & Documentation
- Review contractual payment documents prior to payment initiation.
- Maintain strict confidentiality regarding salary and other sensitive financial information.
- Ensure all financial documents, files, and correspondence are accurately filed and accessible via SharePoint.
- Record payment requests promptly in the Sage Intacct Accounting system.
- Collaborate across departments to promote teamwork and transparency.
Training & Capacity Building
- Train staff in preparing weekly cash requests, managing cash balances, and adhering to budgetary guidelines.
- Orient new hires on office and finance procedures, including salary advance processes.
- Provide ongoing guidance to ensure spending aligns with approved budgets.
Skills & Competencies
- Collaborative team player with strong interpersonal skills.
- Excellent cash management and numerical abilities.
- Advanced proficiency in accounting software, particularly Sage Intacct.
- Strong analytical, organizational, and critical-thinking skills.
- High ethical standards and ability to handle confidential information.
- Proficient in Microsoft Office Suite, especially Excel.
- Ability to travel frequently to field operation districts.
- Sound knowledge of accounting regulations, data privacy standards, and Tanzanian statutory requirements.
- Fluent in English speaking and writing is a must
Qualifications
- University degree in Accounting, Finance, Business Administration (Accounting major), or a related field.
- Professional certification such as CPA or ACCA is a strong advantage.
- Minimum of three (3) years of professional experience in accounting, Bookkeeping, and financial and admin roles.
- Demonstrated experience with financial reporting, internal controls, and compliance.
- Note: Additional duties may be assigned as required by the supervisor or management.
