PROJECT OVERVIEW
Afya Intelligence, with Gavi funding, provides Targeted Country Assistance (TCA) to support and strengthen Tanzania’s immunization services. The organization has successfully partnered with the Ministry of Health (MOH) and the Immunization and Vaccine Development (IVD) Program to generate data-driven insights for routine immunization and campaign vaccination strategies. This partnership has now expanded to improve immunization data quality, promote timely data use, and support ad hoc immunization coverage surveys.
Afya Intelligence also serves as a core member of the WHO-led consortium conducting the BCU case study in Tanzania, focusing on reaching unvaccinated children and evaluating the implementation of the 2023–2025 BCU recovery plan. A key component of the work includes contributing to a national case study on the Big Catch-Up (BCU) initiative through a mixed-methods implementation research approach. Activities involve retrospective data analysis, in-depth stakeholder interviews, and the production of policy briefs and community-facing resources to enhance the impact of BCU efforts. Afya Intelligence is specifically tasked with study design, tool development, and advanced statistical analysis to highlight successes, challenges, and best practices in reaching hard-to-reach populations.
JOB SUMMARY
The Health Data Specialist will play a critical role in strengthening immunization data systems and supporting evidence-based decision-making within public health programs. This position is responsible for leading the design and implementation of data triangulation processes, developing digital tools for data collection and analysis, and producing actionable insights through advanced data modeling and visualization. The incumbent will collaborate closely with CHMTs, RHMTs, and national stakeholders to improve data quality, support strategic planning, and enhance program performance. Additional responsibilities include field supervision of data collection activities, capacity building for health workers, and preparation of technical reports and research outputs. A strong understanding of Tanzania’s health system, experience with platforms such as DHIS2, VIMS, and AFYA Campaign, and proficiency in tools like Python, R, Power BI, STATA, and GIS are essential for success in this role.
JOB SUMMARY
The Data and Immunization Advisor will provide technical leadership in the design, implementation, and evaluation of immunization programs, with a focus on data quality, equity, and predictive analytics. The Advisor will guide national strategies targeting zero-dose populations, support Gavi-funded initiatives, and apply advanced data modeling to improve forecasting, planning, and performance tracking. The role will include designing and overseeing data triangulation, building predictive dashboards, conducting root cause analysis, and training immunization staff on digital tools and data use. The Advisor will also contribute to implementation research on the Big Catch-Up initiative and play a key role in converting complex data into actionable policy recommendations.
KEY RESPONSIBILITIES
1. Technical Leadership and Program Support
- Provide strategic advisory support to MOH and partners on immunization systems strengthening, with emphasis on data-driven and equity-focused programming.
- Support the development and implementation of national immunization strategies, annual operational plans (AOPs), and monitoring frameworks.\
- Advise on integration of predictive analytics into routine immunization microplanning and supply forecasting.
2. Predictive Analytics and Data Modeling
- Lead the design and deployment of predictive models to identify immunization gaps, forecast coverage, and detect at-risk populations using AI and statistical methods.
- Integrate modeling outputs into planning tools and dashboards to support timely and targeted interventions.
- Use tools such as Python, R, Power BI, and GIS for modeling, visualization, and spatial analysis.
3. Data Quality and Use
- Oversee triangulation of data from DHIS2, VIMS, AFYA Campaign, and other sources to monitor trends, identify zero-dose cases, and assess campaign performance.
- Supervise development of digital tools and automated reporting pipelines for real-time decision-making.
- Support the design and execution of data quality assessments, ad hoc surveys, and root cause analyses.
4. Capacity Building and Stakeholder Engagement
- Build the capacity of national, regional, and council-level immunization staff on data interpretation, predictive analytics, and digital systems use.
- Facilitate collaborative learning sessions, technical working groups, and communities of practice focused on immunization analytics.
- Represent Afya Intelligence in national technical forums, donor engagements, and policy dialogues.
5. Research and Knowledge Translation
- Lead analytical components of the BCU case study, including retrospective data review and stakeholder interviews.
- Draft research briefs, policy summaries, and technical reports based on findings from predictive models and field data.
- Disseminate lessons learned and drive adaptation of innovations across immunization platforms.
QUALIFICATIONS
- Master’s degree in Public Health, Epidemiology, Biostatistics, Health Informatics, Global Health, or a related field.
- At least five (5) years of experience in immunization programs, public health data systems, or data science roles in low-resource settings.
- Strong background in statistical modeling, predictive analytics, and data visualization using tools such as Python, R, Power BI, and Tableau.
- Proficiency in immunization platforms such as DHIS2, VIMS, AFYA Campaign, and electronic data collection tools (ODK, KoboToolbox).
- Deep understanding of Gavi funding streams and TCA mechanisms, with proven experience in supporting donor compliance and reporting.
- Experience conducting bottleneck analysis, program reviews, and strategic planning with MOH and local health management teams (R/CHMTs).
- Demonstrated ability to communicate complex data insights through clear reports, presentations, and policy briefs.
- Familiarity with Tanzania’s immunization service delivery structure, particularly in reaching hard-to-reach populations.
- Strong leadership, facilitation, and mentorship skills to support institutional capacity development.
